May 25.—Alfred E Smith has called upon the Hoover administration to discard "hair splitting and all fine spun theories of financing." and find employment for millions on needed public works. In a statement Tuesday. Smith took issue with the President's contention that the productivity or nonproductivity of public works should determine whether federal aid or credit should be extended. "Nor,” said Smith, "do I agree with the President as to the distinction between loaning the credit of the national government through the Reconstruction Finance Corporation or any other agency, and the issuance of public works bonds. "What is more important is the main thing overlooked by the President. and that is the need of finding immediate productive employment for millions of people. This problem transcends all technicalities." “Fictitious Distinctions" Private business. Smith contended, could not possibly take the initiative toward a general economic recovery. Smith termed the present state of aflairs "the most deplorable condition this country has seen in the time of people now living.' 1 Hoover had included toll-paying bridges ar.d tunnels in the category of "productive" public works, but excluded highways as yielding no direct financial return. Smith held that the distinction was fictitious, and that bridges and tunnels depended for their success on approaches and connecting roadways. Why Fear Favoritism? The former Governor declared that the distinction between liquidating and nonliquidating improvements did not stand analysts, and urged that money should be lent by the federal government to states and railroads to expedite elimination of grade crossings, even though these produced no revenue beyond the saving of time and human life. "Why." asked Smi*h, "should the President fear log-rolling or favoritism? The decision should be up to him. There certainly will be a let less pressure for unnecessary or undesirable public works than for projects to help private corporations and railroads.” Smith said lie was unable to follow the President's distinction between issuance of federal bonds, and the use of federal credit through the Reconstruction Finance Corporation. Warning Is Issued “In the last analysis, from the point of views of unsettling the bond market, there is no difference between issuing federal bonds and using federal credit," he said. Smith ended his statement with this prophecy: "If we don't tackle this problem now in a big way. we shall be driven to much more drastic measures a few months lrom now. when the millions of unemployed will not be so patient with quibbling over words.”

The Bidding Karn and his teammates use the ! one over one system of contract j bidding with their own variations. In this hand. Mr. Karn sat in the East position. South was the dealer and passed as did West and North. Karn opened the bidding fourth hand with one spade. South passed and West bid two spades. North passed. What would you do with Karn's hand? Would you show the diamond suit? Karn did not —he immediately went to four spades. His pet theory is that contract definitely has improved defensive play, as the hands of declarer and partner usually are shown to the opponents through excessive bidding. such as mentioning the diamonds would be in this case. Karn further states that approach bidding often is overdone and it is his practice not to follow any set rule of bidding, but to bid the hand as he feels it will work out best when it arises. The Play South hßd a difficult hand to open from, and finally decided to play a trump. He led the six and when North played the jack. Karn In the East won tne tricx with tne 1 queen. He then led the four of clubs. South refused to win and the trick was won in dummy with the queen. Karn then played the six of diamonds from dummy. You must remember that he had concealed his diamond suit, therefore he played the king from his own hand to lead South to believe that North held the ace of diamonds. To justify his bid. Karn would have to hold either the ace of diamonds or the ace of hearts, and he preferred to conceal from South which ace he held. Karn then led his ace of spades and then the deuce of clubs, which South won with the ace. North had been unable to echo and again South was up against a difficult lead. The good players hesitate to lead awav from a king. Scuth had to guess which ace was held by Karn and he guessed Incorrectly. He led the eight of diamonds. Karn played the jack from dummy, which held the trick, and then the king of spades, picking up the outstanding trump.
