NUISANCE TAX ‘CURE’ BY BEER LEVY IS URGED Senator Bingham Offers Chance to Kill Higher Postage, Admissions Rates. p, r,,,pt-Untrnr4 Xrtrtpnprr Altin nr t WASHINGTON. May 13. A chance to kill several heavy and unusual nuisance taxes in the senate s 51.030.000.000 revenue bill by legalizing and taxing beer will be offered that body by Senator Hiram B ogham <Rep, Conn ). Bingham s amendment, proposing a $6 a barrel levy on 4 per cent beer to raue about *375.000,000. probably will come to a vote late in the consideration of the tax bill by the senate. Debate on the measure was expected to start today, the formal -ommittee report explaining it* various provisions having been made Thursday. The tall Connecticut Yankee expects senate drys to try to block a vote on his amendment, and he is prepared to watch the parliamentary situation closely to insure a showdown on his proposal. Would Curb Beer Racket His amendment, he says, not onlv will eliminate such taxes as those on radios, admissions to movies, telegraph and telephone messages and the higher postage rates, but also will curb the beer racket and Us attendant crime. Bingham believes that legalizing beer will turn into the practically empty federal treasury a large stream of money now disappearing into illegal channels. Bingham's argument is that beer of 4 per cent, and greater, alcoholic content already is being manufactured illicitly in immense quantities. He contends legalization of this food beverage would help the federal treasury, .armers, the railroads th*> cooperage industry, th* bottling industry and a great many others. Latterly. Bingham holds, the -ountry has become more and more interested in the proposed beer tax as it has seen the house and the -enatr finance committee levy many heavy excise taxes. Believes Sentiment Favorable He believes there is a majority sentiment over the country against, permitting the bootleg beer industry to escape paying it* part, toward balancing the federal budget. He argue* that while income taxes are being raised, autos taxed, and government levies of 10 per cent laid on childrens ticket* to neighborhood moving picture shows charging more than 10 cent*, the berr tax is logical and necessary. Bingham, who used to be a college professor and later an explorer, also argues that the same senate tax bill which docs not now include a tax on bpor levies heavily on practically all the components of beer. He contends thp senate taxes on brewer's wort, on malt, and on grape concentrates give tacit federal approval to homp-brewing, and that the next inevitable step is to tax* the beer made from these materials.
