MAKES ADDRESS ON REPARATIONS Expert Brands U. S. Tariff Policies Contradictory. Urging an honest examination of ©ur foreign policy, Professor Harrv D Gideons* of the University of Chicago addressed the annual con-1 ference of the Indiana Council of International Relations at the Claypool this morning on "Reparations and Interallied Debts in 1932.” "The United States, since the war. has followed.” he declared, "a series of mutually contradictory policies. We can have high tariffs if we wish, ; but then we can not collect debts which must, in the end, be paid in goods. It is quite clear to economists that we either must lower tariffs and continue our foreign credit, or cancel debts.” Urging cancellation of the war debts Dr. Andrew W. Cordier cf North Manchester college said: “We would get more money by trade than by payment if we cancelled the debts. Obviously, it is better to get $lO in trade than $1 in payment, which k about what payment would amount to.” Causes of war exist in greater strength today than in 1914. is the j opinion of Rabbi James G. Hellrr i cf Cincinnati, who addressed a mass meeting in the Roberts Park M. E. church Thursday night.

After several fruitless attempts by 200 marines to complete a tie up, Lieutenant - Commander Charles Rosendahl ordered casting lines pulled in and the big silver ship headed toward San Francisco. Rosendahl indicated in signals to the ground crews that the mooring would be delayed until sundown when the cooling atmosphere will decrease the dirigible's lifting power. GIRL ATTACKER FOUNDGUILTT Hawaiian Is Facing Noose or Life Term. By Vnited Prrt* HONOLULU. T. H.. May 13 Joseph 'Blackie> Young, islander, today stood convicted of charges he attacked Bernice Lum. 17-year-old Chinese high school girl. The Jury which convicted him made no recommendation as to sentence. which under territorial law, may include hanging or life imprisonment. Young's trial was the first under the new Hawaiian law which makes possible the death penalty on conviction of rape. Young, a married man. was arrested at his home shortly after Gilbert Halm, young Chinese, told police the islander beat him and forced Miss Lum into a clump of bushes where he attacked her. Halm subsequently was dismissed from high school for his alleged failure to protect the girl. He and Miss Lum, he said, were walking home from a party when Young, a Hawaiian-Korean, appeared, struck him, and seized the girl.

RUSS FRONTIER IS BUSY PLACE Peasants on Both Sides Flee Countries. MOSCOW. May 13 —Report* originating in Bucharest about starving Soviet peasants fieeing across the frontier to Rumania are matched perfectly by reports in Moscow about starving Rumanian peasants crossing the frontier for refuge in Russia. Soviet soldiers are shooting down the oppressed peasants trying to cross the river Dniester Into Rumania. If Moscow is to be believed. Rumanian soldiers are shooting down hungry peasants attempting to run away to Soviet territory. It is not unlikely that there is a measure of truth in both stones. To some hard-pressed farmers in Bessarabia, under the Rumanian flag, Soviet Moldavia, on the other side of the river, looks Inviting The Moldavians, on their side of the Dniester, have troubles, tno — collectivization under direct or Indirect pressure, grain quotas, cpl- ! lection of seed funds, etc. Some of them, no doubt, look longingly across the dividing lin*.
