FENCE-BUILDING. ON U. S. PAY, HIT BY REP. RAINEY Democratic Leader Flays ‘Contact Men’ at Home on Federal Pay Roll. BY RAYMOND CLAPPER Inited Pro* BUB Correspondent • Convrizht. 1932. bv United Pressi WASHINGTON, May 2—The growing practice of senators and congressmen In maintaining “contact" men back home who are listed on the congressional pay roll here as clerks was denounced today by Representative Henry T. Rainey, Democratic leader of the house, ip an interview with the United Press. He said it was merely a way of looking after political fences at government expense. Though Rainey mentioned no names, a number of cases have been brought to light in the last few days. Foremost among these is Speaker John Garner whose son. Tully, is on the house pay roll as a clerk but actually lives in Uvalde, Texas, where he manages his father s private affairs, and looks after his congressional business. Bank Hrad Robinson Aid The senate Democratic leader, Senator Joseph T. Robinson, has on the senate pay roll as a clerk his brother-in-law, who lives at Little Rock, and serves as president of a bank, while looking after the senator’s congressional business. Representative Ruth Bryan Owen fDem., Fla.) Is one of the most recent to adopt the practice. Representative Rankin (Dem. Miss.) had a Jackson (Miss.) newspaper man on the roll as clerk of the World war veteran committee. The young man recently returned to Washington, however. Rainey, who has served in the house for thirty years, was asked about the custom of employing relatives and absentees on the pay roll the two most prevalent forms of the family pay roll racket as revealed here during recent inquiry’. Fence- Building Flayed “I don’t see anything particularly wrong with the situation generally. ’ Rainey said. “If an employe is not rendering service commensurate with the pay he is getting, he ought to be fired. “Any member who takes go\ernment money and devotes it to somebody who is a thousand miles away and is rendering no service except to look after his political fences ought to be condemned." While Rainey was talking, his wife, an elderly woman wearing a black hat, came into his office ana sat down at the next desk. It was covered with newspapers from Rainey s Illinois district and she began scanning them. Mrs. Rainey Is Clerk “Have you any member of your family on your pay roll?’ the correspondent asked. “Yes,’* he replied. “Mrs. Rain.y over there is on as one of my clerks She does more work and gets the least pay of any one in the office. I wouldn't trade her for any fluffyhaired stenographer in the country." Another congressman condemned the practice of keeping “contact" men on the pay roll. Representative Charles I. Sparko (Rep.. Kan.) said he had his son and daughter-in-law on his pay roll, but that both of them actually worked.

MAN INJURED WHEN UNLOADING OLD GUN Wound Made by Exploding Shell May Prove Fatal Injuries incurred Sunday night when he attempted to unload an old rifle, may prove fatal to Sam Simpler, 42. of 1017 Haugh street, city hospital physicians, said today. Simplers left hand was burned and torn by a shell which exploded in the magazine of the rifle, made in 1873. He told police he wanted to unload the weapon so his son would not be wounded or killed, should the boy play with it. One cartridge was jammed in the magazine. Simpler said the firing pin struck the cartridge. The nose of the bullet stuck in the muzzle of the gun and the shell exploded, tearing of! a section of the weapon. Physicians said there was danger that tetanus may fbllow. REPUBLICAN UNION ANNOUNCES SLATE Group Opposed to Coffin Rule Cites List of Favorites.
