TOMMY COMES THROU6H FROM RAD ROY STAGE Interest of Teachers Helps to Reform Lad Branded as Near Incorrigible. Tommy was just plain bad. His classroom language would have done credit to an accomplished mule skinner. He delighted In throwing rocks at passing motorists, and he was a petty thief. It seemed to his teachers that there was no hope for him. But now—well, now, you Just wouldn’t recogviiac him as the same boy. Tommy—that’s not really his tame—isn’t angelic, yet, but who wants to be a little Lord Fauntleroy? The story of Tommy’s reformation Is one that makes his teachers, principal and Miss Kate Huber of the school social service department, •well with pride. Tommy got off to a poor start in life. His father dead, deserted by his mother, he was rescued from an orphanage by his grandmother, a washerwoman. He was left to his own devices quite a lot—and he had a lot of devices—and vices—none of which was

calculated to contribute to peace of the neighborhood. It was his habit of playing truant that began the new era. Tommy’s teacher and the social worker investigated to learn why he played hookey so often and why he swore at his teacher and classmates. They tried to get him in a Boy ' Scout troop, but he wasn’t wanted | there. Does Petty Stealing While they were studying his case he broke into a popcorn stand, pilfered articles from a garage and snatched a woman’s purse, landing in juvenile court, where later he was released on probation. It was decided to transfer him to another school, where his reputation wasn’t knowm, and he wouldn’t have a "rep” to which he would have to live up or down. There, a sympathetic teacher discerned a slight interest in poetry. She helped him write some jingles. Next, she found he liked to draw pictures of trees and other outdoor things. This was encouraged. His morale was strengthened with a complete outfit of new outfit of new clothes, replacing his tatters. He was mighty proud of them and went straight home from school to take them off and save them for school. Tommy was beginning to act more like a good citizen, and he was showing more interest in his studies. He even wanted to sit on the front row. Keeps His Bargain So his teachers made a bargain with him. He was to be a good school citizen and in return was to

be taken to the top of the Soldiers’ and Sailors' monument. Tommp kept his part of the bargain, except for a few slips. So Tommy, Miss Huber and the teacher went downtown and climbed to the top of the Monument. He was delighted with the trip. His happy hostesses next helped him to buy a box of candy for his grandmother, and then took him to a bank, where he met the officers and saw huge vaults where the money is kept. He was all smiles and very polite, and didn’t curse once. Bhat deserved an extra reward, so Miss Huber took him to the ball park. She liked baseball and I so did Tommy. The games was ex- , citing. It was the ninth inning, the | score tied. Tommy, inwardly excited, remained silent. The winning run was on third. There was a slide, a cloud of dust at home plate—and the runner was out. Then Tommy had to give vent to feelings. “Oh, hell,” he said, disgustedly. He blushed and apologized, but the social worker understood. She was no piker; Tommy was forgiven. DEFUNCT RANK IS PAYING 600 Holders of Washington Certificates Get Funds. Smiling callers were plentiful today at the Washington Bank and Trust Company as the receiver, Brandt C. Downey, began payment of a 5 per cent dividend to holders of first-lien savings certificates. About $32,000 will be paid to more than 600 persons, Downey said. The payment was authorized late on Thursday by Circuit Judge Harry O. Chamberlin on petition of the receiver. Downey stated Friday that holders of books 1 to 350 should call for payment Monday; 351 to 660 Tuesday, and 661 to 794, Wednesday. This is the third dividend paid since the closing of the bank two years ago. One of 10 per cent was paid holders of series R savings certificates and one of 7 per cent to holders of “no series” certificates, Downey said. Downey was unable to say when general depositors can expect a dividend. Payments made thus far have been to claimants classed as preferred. J. K. Lilly, president of Eli Lilly & Cos., will be presented the Indianapolis star of service at the weekly luncheon of the Kiwanis Club at the Claypool Wednesday, May 4, James W, Ingles, chairman of the service star committee, announced today.

Lost in Jail Prisoner Legally Free for 63 Days, Discovered by Judge.

ONE hardly would Imagine that a person could get “lost’’ in county jail two months, but that's what happened to William Dowkins, Negro, it was learned Friday in criminal court by Judge Frank P. Baker. Sixty-three days ago. the county grand jury failed to return an indictment against Dowkins and he “legally” was free. An employe of the prosecutor’s office, criminal court attaches say, marked “on bond” beside Dowkins’ name. Criminal court aids sent Dowkins a letter, ordering him to report. The letter came back. Dowkins was lost. But they found him today. He was sitting in county jail—and he didn’t know why. So Baker halted a murder trial long enough to find out what had happened. On Nov. 30, Dowkins was jailed on the charge of entering a filling station. He was bound over to the jury and, on Feb. 19, the jury discharged him. “Judge,” said Dowkins, “all I did was ask if I could go in the rest room of the filling station. I guess I overstayed my time, so the attendant come hammering on the door and had me pinched. That’s all I did.” “Well, you’re free now,” said the judge.

TRAFFIC SURVEY NO BOOZE HUNT Destinations, Not Loads, to Be Checked by State. Rum runners indirectly were told not to worry, their booze will not be bothered by state highway employes who will commence halting traffic in the first of the state auto surveys Monday. First check will be made on four Boone county roads. Roads upon which the traffic count is to be taken are 52, 34, 39 and 32. Work will be in charge of W. F. Milner and F. A. Henning for the state with E. W. James, chief of the division of highway transport of the federal roads bureau, co-operating. Director John J. Brown of the * state highway department said that a short halt w r ill be necessary and a few questions asked to make the count practical, but these questions | regarding destination, weight, and the like, will “not be embarassing.” He asked the motoring public to co-operate, as the information is expected to mean a great saving to the state in determination of future paving projects.

M'ARDLE LIKELY TO RETAIN POST Re-Election as Chairman of Utility Board Looms. Re-election of John W. McCardle to the chairmanship of the public service commission seemed assured Friday. His term expires May 1, and for a time it appeared he might be replaced by Commissioner Howell Ellis. But McCardle, a veteran commissioner and friend of powerful utility groups, rallied his forces and his reelection will result by at lea'-t a three-to-two vote, it was predicted. It even appeared that the vote may be unanimous. McCardle would have had to be driven from the chairmanship by Governor Harry G. Leslie. But that the Governor w’ill do nothing to prevent his holding the post seemed certain when he permitted state highway commissioners to re-elect Albert J. Wedeking to the chairmanship. He had been reported backing commissioner Arthur H. Sapp for the highway chairmanship. Commissioners Harry K. Cuthbertson and Jere West always have been for McCadle’s retention of the chairmanship and it is likely now that they will be joined by both Ellis and Frank Singleton. The latter is up for reappointment to the public service commission July 1.
