My f nitrd Pres* LONDON, April 22.—A Soviet attempt to smash the Royal Dutch Petroleum Company and capture the oil markets of the world was charged today by Sir Henri Deterding, director-general of the Royal Dutch and a director of the Shell Transport and Trading Company.
