The theory, according to its author, coincides with the idea that man and apes came from the same stem of the evolutionary tree, but that man branched off and ascended. while the apes degenerated. Professor Winters seeks to establish the chief difference between men and apes in his theory of "time waves'* and their absorption by the human brain. Man gets his conception of time, according to the theory, through vibrations of certain waves playing upon the nerves leading from the inner ear. These vibrations are relayed to the brain much as are light or sound waves. The cochlea and the organ of cortl In the Inner ear are known to be the seat of our sense of rhythm. Professor Winters, in holding rhythm to be quality of time, con-

clues that we have a sense of time just as we have a sense of sight or hearing. It is through this sense of time, he contends, that man has an appreciation of music, while other animals do not. He claims that if the cochlea and the organ of corti were removed from a human being, he would have no sense of time, no human mind and would be as if in a delirium. The cause of delirium, under Profeasor Winters’ theory, is improper functioning of the cochlea. Once man had developed the sense of time, he developed memory and consciousness, according to the profeasor, which begin in the second year of a human being’s life. Only man and the - higher apes, he says, have the organ of corti developed. A dog possesses a rudimentary organ of rhythm, in his belief, as shown in the fact that a dog will howl if tickled by the sound waves from a horn or a bugle.

By United Prett WASHINGTON, April 22.—The navy's budget experts are busy these days trying to figure out just how the fleet will get along without the $14,000,000 which the house appropriation's committee elimin-

A visitor to the office of Rear Admiral Ridley McLean, budget officer, would have difficulty finding the admiral behind the huge pile of balance sheets and papersonhis desk. McLean used to have lunch every day with his fellow officers—about 1 o’clock. The eating hour for admirals. Now he just manages to squeeze through the doors of the navy’s cafeteria before they close at 2 p. m. He eats alone, while Negro bus boys clean off dirty tables, and then hurries back to his desk. When the admiral isn't in his office, wearing out pencils and scanning long shets of figures, he may be found a few doors down the hall conferring with Secretary Adams. Before he was appointed to his present post, McLean walked the decks of a battleship. It wouldn’t be hard to guess that his thoughts then concerned anything but the
