BALK PLEA TO KEEP MARINES IN NICARAGUA Hoover Administration Is Firm in Pledge to Bring Troops Home. By t nitrd Prtxn WASHINGTON, March 24,-The Hoover aoministration today stood by its announced policy of taking American marines out of Nicaragua by rext New Year’s day, rejecting a Nicaraguan proposal which might have kept them there- long. There arc now 351 marines in Nicaragua. State Secretary Henry L. Stimson in effect told envoys of Nicaraguan President Jose Moncada rhat if the nature of the scheduled Novertiber elections was changed so as to menace stability, Nicaragua must hold them without benefit of American supervision. Proposal Turned Down The proposal was advanced by Carlos A. Morales and Horacio Arguello Bolanos, who have been consulting with the state department for some weeks. They wanted to abandon the regular elections of a president, vicepresident and a part of congress, and substitute a ballot for only a president and a constituent assembly to revise the constitution. The United States in its reply to the proposal, made public late Wednesday, pointed out that this course would jeopardize the authority of the president to be elected in November. This is true, according to officials here, because a new-ly-elected president must be inaugurated by congress, and congress perishes when a constituent assembly is called. Congress Has Combined Powers Further, it was noted, under the Nicaraguan system, a constituent assembly exercises the combined powers of the legislative, judicial and executive branches of the government. Hence, it might raise to power any favored person or group —even Moncada, whose term shortly expires. American opposition to the Nicaraguan plan will not necessarily halt, it. The United States can not forbid Nicaragua to carry out a domestic program. But Stimson’s opposition docs mean that if Moncada persists in his desire, the election of a constituent assembly must be carried out without American supervision. Gum. HOME SHOW DISPLAYS TO INTEREST CHILDREN Replica of George Washington Residence Will Be One of Features. Displays and activities of interest to grade and high school pupils have been arranged for the 1932 Realtors’ Home Complete exposition at the fairground April 2 to 10, the Indianapolis Real Estate Board, sponsors, announced today. Some features of the show will be miniature model homes, a replica of George Washington’s Mount Vernon home, a Girl Scout booth, a model playground and a display of garden books by the public library. Authentic blueprints of the George Washington home for reproduction have been prepared by Washington high school pupils. Demonstration of domestic activities will be given by Girl Scouts.

Most relief efforts, however, will be centered in the house, because of growing liberal sentiment there.
