JAPAN ELECTION IS OBSTACLE TO SHANGHAIPEACE Nippon’s Militarises Need Smashing Victory Before Saturday’s Balloting, BY WILLIAM PHILIP SIMMS Scrinpa-Howard Foreign Editor WASHINGTON, Feb. 18. - A smashing victory at Shanghai is needed by the war party in Japan to insure victory at the polls in Saturday's national diet elections. Unless the Chinese back down, in compliance with the invaders' ultimatum, the chances are the Japanese army and navy will return the militarists to power on the crest of a wave of blood. With opinion already inflamed by the conquest of Manchuria, and by Nippon’s apparently successful defiance of the rest of the world, news of military successes of a decisive nature on the Yangtze would make the elections a nationalistic landslide. New Crisis Reached The far eastern situation, therefore, now has reached a crisis more than ever i'raught with peril. By way of reply to formal notices served on her by Washington and Geneva, that no political or territorial advantages gained by conquest in China would be recognized, Japan today is setting up independent, or puppet states in Manchuria and Mongolia. Similarly, by way of answer to repeated reminders not to treat the international settlement at Shanghai as a war base, Japan today used it as a point of departure for her latest attempt to annihilate the Chinese defenders. The feeling is growing here that Japan’s headlong disregard of international obligations yet may force the other powers to class her as an outlaw nation. League Session Seen Certain A special sesssion of the general assembly of the league now is regarded almost as inevitable. Japan’s violations of the covenant have become so flagrant and so continuous that they no longer can be covered over. Events are fast trending in that direction. The league’s own committee appointed to investigate conditions at I Shanghai reported that “a state of war openly exists” and that the “offensive is entirely in the hands of the Japanese.” Wednesday the league reminded Japan of Article 10 of the covenant “by which all members have undertaken to respect and preserve the territorial integrity and existing political independence of other members.” “Surrender!” Is Reply To this, Japan’s instant reply was an ultimatum to China to surrender, or be blown out of their trenches, and an announcement of the virtual annexation of four Chinese provinces. This is regarded as bringing the league and Japan to a showdown, i Up to the present, great Britain and France largely have prevented decisive action by the council of the league, but now there is an increasing demand for a meeting of the assembly. The council is made up of a dozen delegates. The assembly is composed of the league’s entire membership. And while the great powers represented on the council seem loath to act, the smaller countries, almost certainly would show less hesitation. The completed score sheet is shown herewith. (m) Adversaries Revoke North and South bid three spades which was doubled. In the play of the hand. North and South only made two spades, but West revoked twice, therefore for the first revoke the declarer reaches over and takes two tricks from East and West. This now gives the declarer four odd. As his contract was three spades doubled, the three spades doubled are scored In the trick score below the line—lßo points. For the second revoke, North and South take 100 points in their honor score. With the aid of a revoke, North and South have made four odd, therefore they are entitled to one overtrick. As their side was vulnerable, this overtrick is scored as 200 points in North and South’s honor score. They made their contract doubled and their side was vulnerable, which t was scored in their honor score as 100 points. North and South have now won two games and they receive the three-game rubber bonus as East and West won one game. The three-game bonus is 500 points, and North and South score it in their honor score. We will now draw a line below the 180 and total these scores. GARNER RAISES ISSUE Attack on Hoover Proposal Regarded End of Truce.
