‘WATERING' OF STOCK IS LAID TOJTILITIES All Privately Owned Firms Inflate Securities, Says Chicago Expert. Utilities, privately owned, are charged by Carl D. Thompson of Chicago, secretary of the Public Ownership League of America, with "watering” stock and setting high rates to make profits on an excessive valuation. "There probably is not a single utility privately owned that does not Inflate, or ‘water’ its stock,” Thompson declared at Roberts Park Methodist Episcopal church Wednesday night. “Regulation of rates has been destroyed by supreme court decisions,” Thompson said in urging public ownership with its principle of “service at cost without exploitation.” Thompson pointed out the differences in rates charged by publicly owned electric utilities and those privately owned, saying, "The difference in interest, which, roughly, is 2 per cent, would be enough to pay for the whole electrical industry in twenty-two years.” Average cost in Ontario was given as 2 cents a kilowatt hour, while 7 cents is the average in the United States, Thompson said. Publicly owned utilities earn enough to grant a low rate, pay off Indebtedness and apply funds on other civic expenditures, Thompson declared, while privately managed concerns “pyramid their capital accounts, making extortionate earnings necessary to pay high interest.” Indianapolis is the only city of its size which does not own its own waterworks, said Thompson. Findings of the federal trade commission and its reports formed the basis of much of Thompson’s address. Ira De A. Reid of New York, director of research of the National Urban League, will speak next Wednesday night on "Race and the Labor Movement.” The series of discussion lectures are sponsored by the League for Industrial Democracy.

DAY OF PRAYER TO BE OBSERVED HERE

Council of Church Women Will Sponsor 4-Hour Program Friday. “World day of prayer” service of the Indianapolis Council of Federated Church Women will be held from 11 to 3 Friday in Central Christian church. The service will be a part of international friendship week being sponsored in Indianapolis by six organizations. Leaders for the four one-hour periods will be Mesdames W. A. Shullenberger, E. A. Piepenbrok, L. B. Moseley and Will H. Adams. A young people’s day of prayer service will be held at 7:45 Friday night, also at Central Christian chturch. Dr. Locke to Speak Dr. Alain L. Locke, Negro professor of psychology at Howard university, will be the speaker at an inter-racial mass meeting on race relations at 3 Sunday in the First Baptist church. Dr. Locke, the only member of his race to be selected as a Rhodes scholar, made his last appearance in Indianapolis four years ago when he spoke in the Robert’s Park Methodist church. He will be introduced by Mrs. William E. Rothenberger. Dr. Walter Athearn, president of Butler university, will preside. Balkan Program Planned "The Balkan Peace Conference,” a presentation in two scenes of the conference in session and its entertainment by Balkan songs and dances, is to be given at 8 tonight in Central Y. W. C. A. by groups from the American settlement. Chairman of the “conference” will be James Demetrius. Organizations taking part in the seventh annual international friendship week are the Church Federation of Indianapolis, the Ministers’ Association, American Settlement, Y. W. C. A. and the Indianapolis Council of Federated Church Women. In winter the staple food for the Eskimo is boiled seal and walrus meat.

The committee voted to ask the city to make Shelby street a preferential thoroughfare between Madison and English avenues. SCHOOLS ARE CLOSED Illness Afflicts More Than Third of New Bethel Pupils. New Bethel grade and high schools were ordered closed Wednesday because of absence on account of illness of 30 per cent of the pupils. H. L. Maze, Franklin township trustee, took this action when he learned of the large number of pupils not present. Near-epidemic of a mild form of influenze and grip is blamed for the absentees. County school officials said that sickness is more prevalent in Marion county than for several years. An average of from three to ten pupils a room throughout the county are absent daily this week, it was said.
