BY HENRY WOOD United Pre* Staff Correipnndenl GENEVA, Feb. 2.—“ Exert all influence to avert war in the far cast," Arthur Henderson of Great Britain, president of the world disarmament conference, told representatives of seventeen hundred million people assembled here today. His address opening the conference came as war clouds, the blackest since before the World war in 1914, gathered in the Orient. "It is unfortunate that at the moment the conference begins its work we should be confronted by a situation of such extreme gravity as now exists between two states represented at the conference, since the very purpose of the conference is to take further steps toward the maintenance of peace," he said. Help Is Essential "It is essential that all signatories of the League of Nations covenant and the Kellogg-Briand pact outlawing war exert all influence to insure strict observance of these two great safeguards against acts of violence and war." Henderson said the conference included spokesmen for seventeen hundred million people. "We have to break the vicious circle in which the nations of the world are again in danger of being caught. A sense of insecurity leads to an increase of armaments, and an increase of armaments further aggravates the sense of insecurity. Unless the circles can be broken, the process goes inevitably forward and overburdened nations can then find no release from mutual distrust, except in open conflict,” Henderson said. Cites Financial Burden “Need I remind the conference that the problem of disarmament is vitally relevant to the grave economic and financial crisis for which most nations at the moment are trying to find a solution? The financial burdens of armaments and past wars are indeed one of the main contributory causes," Henderson said. The conference president cited League of Nations figures obtained from sixty-one countries for the past four years showing an average total expenditure of $4,000,000 annually for military purposes. "World opinion demands that every effort be made for this conference so achieve a substantial reduction of this prodigious expenditure, not merely because such expenditure is entirely unproductive, but because even the maintenance of the present armaments level cons'itutes a menace to the peace of the world," he said. "The world wants disarmament. The world needs disarmament. We have it in our power to help fashion the pattern of future history.” Henderson refused to contemplate the possibility of failure of the conference. BY BEN STERN The fight for the Democratic nomination for United States senator today assumed the proportions of simply a two-man fight, with Speaker Walter Myers and Frederick E. Van Nuys as the antagonists. Entrance of Van Nuys will, from all indications, shut out any gestures of Albert Stump, 1926-1928 nominee; Evans Woollen, 1926 nominee and 1928 favorite son candidate for President, and any of who may have been disposed to enter the race. All indications are that Frank Dailey, the 1928 nominee for Governor, may not make a gesture toward either that nomination or the senatorial. Close personal relationship with Van Nuys would preclude the latter. Van Nuys was pushed into the race by a large group in the party which felt that neither Myers nor Stump would fill the bill this time. Despite the expose of his speculation in sugar and the general unpopularity of the Hoover regime, which Senator James E. Watson, as leader of the majority must uphold, the Indiana’s elder statesman will not be such an easy nut to crack next November. And it was frankly declared that none of the men mentioned to date would be able to gain a decisive victory over Watson. In casting about for a strong nominee it was finally decided to pick Van Nuys. Stump and his followers will, from all indications, rally to the former United States district attorney and state chairman, because the former nominee is bitter in his opposition to Speaker Myers. Woollen, if he had thoughts of becoming a candidate for the nomination, will no doubt abandon them at present because of his friendship for Van Nuys. It was at first believed that in event of a deadlock fight between Myers and Stump, then the logical darkhorse candidate would have been the former district attorney. But with only two men battling it out the outcome will depend upon the following two factors; first, the platform upon which each man will stand, and second, the strength of the organization perfected. So far Myers has the better of the battle along organization lines for his campaign manager, Hendricks Kenworthy, has been unceasing in his activity for more than a year and has obtained pledges in key centers. But it is expected that the old guard will rally to the former state chairman. Both sides must remember that too bitter a battle would have unfavorable reactions in the November elections.
