Nomination of the seventh director, Wilson McCarthy of Salt Lake City, was received by the senate today. Rigid restriction of short-selling in grains was approved today by the house agriculture committee. It endorsed the tentative draft of a measure which would limit short sales to 1,000,000 bushels and authorize the secretary of agriculture to reduce this amount or stop shortselling entirely in times of emergency. The senate today passed without amendment and sent to the White House for signature, the $125,000,000 appropriation to increase capital stock of federal farm loan banks, under the second completed bill of President Hoover's reconstruction program.
