ASK PUBLIC AID IN CONSERVING COUNTY FUNDS Use Care in Signing Pleas for Improvements, Urge ' Officials. ••Reasonable retrenchment through restricted budgets has been adopted as a policy by county commissioners, it was announced Friday after a survey of the county’s financial status. The commissioners asked the cooperation of all county government heads, and urged spending of public "money only where “absolutely necessary.” “In such times of distress, it behooves each individual, for after all, our government is just a collection of individuals, to do his part unselfishly toward restricting public expenditures,” said the statement. “The people cry in a loud voice •give us relief from this torturous tax burden,’ when we are confronted with a delinquency list of approximately SBOO,OOO. “The people immediately sign, without giving thought, let alone consideration, innumerable petitions for public improvement that steadily add to this tremendous tax burden that at present is well nigh unbearable. ‘•We further earnestly request that in such policy we have the moral support of each and every citizen. • “We ask their hearty co-opera-tion, irrespective of party affiliation, and further that during this period of national distress they use care and caution before attaching their names to petitions for the opening of new roads, repairs of existing roads or any other petition that will entail the expenditure of public funds, unless the same is absolutely necessary.” POLICE SIRENS LIFTED Chief Announces Only Emergency Cars Equipped Now. Playful police officers, who turned on squad car sirens at the slightest provocation, were without their toys today. Chief Mike Morrissey announced all district cars were sirenless, but only emergency cars, which travel at terrific speed, carry the warning devices. The chief pointed out that by driving with care, he believed more could be accomplished by district officers than under the old system of speeding in answer to calls.

ORR DIAGNOSES NIGH TAX RATE: OFFERS CURES Accounts Board Head Tells Civic Clubs Townships Should Be Joined. Causes of and remedies for high taxes were discussed by Lawrence F. Orr, state accounts board chief examiner, before the Indianapolis Federation of Community Civic dubs Friday night at the SpinkArms. Among the principal causes of high tax rates, Orr said, are property value decrease, improper local, assessments, extensive and expensive bond issues and reissues, borrowing to the limit, extensive improvements and conveniences, and the cost of education, which is one-fourth of all public expenditures. ** Other causes listed included the huge annual debt interest payment, borrowing because of insufficient working balances, use of the holding company plan to evade the * bonded debt limit and heavy election expenses. Fewer Townships Urged Still other factors cited were favoritism in awarding contracts, careless administration, improper budgeting, waste through mismanage-v ment of poor funds and highway funds, increase of courts and court business, placing politics above public service, loss of funds by bank failures, apathy of citizens toward public business and others. Principal suggestion for economy made by Orr was reduction of the number of townships in Indiana from 1,016 to approximately 350. Orr proposed abolition- of township assessors and replacing them by deputy county assessors; permiting county assessors to issue auto licenses to prevent auto tax evasion and turning over auto license fees collected by the county assessors to the county general fund. Favors Free School Books He would eliminate the free gravel road repair fund; tax bus and truck operators; reduce the teachers minimum wage by law; provide free schoolbooks, and reform court procedure to reduce court costs. Other suggestions included relieving property owners of assessments for streets abutting their property, reducing local tax burden on property by providing sales taxes on luxuries, amusements and certain commodities. The civic federation adopted two resolutions, one calling for reducing bus fares to those on street cars, and the other favoring federal and ’ state supervision of bus and truck transportation. AWARD SCHOLARSHIPS I. U. Extension Center to Give 30 Jobless Free Class Work. Twenty scholarships in the Indiana university extension center will be awarded unemployed persons for the second semester, starting Feb. 8, it was announced today. The awards, will be given to persons, over 18, who either are unemployed, or only have part-time work. Committee which will choose scholarship winners is composed of L. L. Dickerson, head of the Indianapolis public library; Miss Mercia Hoagland, mutual service director of the Diamond Chain Manufacturing Company, and Harmon E. Snoke of the Chamber of Commerce. Applicants will take the scholar- * ship tests at 7 Feb. 3 at the extension center, 122 East Michigan street.
