SUPREME COURT POST CONCERNS JUDGESJEEPLY Justices Hope Successor to Holmes Will Bear Full Share of Task. BY RAY TUCKER Timr* Staff CorrMDOndrnt WASHINGTON, Jan. 25. Although President Hoover’s search for a successor to Ex-Justice Oliver Wendell Holmes has aroused tremendous Interest throughout the land, no group of men is awaiting the appointment with more concern than the black-robed Justices with whom the new member will serve on the supreme court. Contrary to public opinion, the members of the court are not Olympian and aloof figures totally unconcerned or undisturbed by mundane affairs. Despite their enforced exile from ordinary contacts, they try to preserve every possible link with the world which lies outside their hiuhed and dimly lighted courtroom. In fact, they are inclined to welcome a chance to talk with more vagrant spirits. They take as much interest m the identity, capabilities and philosophy of a prospective associate as does the boyhood gang which meets a newcomer to the neighborhood with questions as to whether he plays first base or catch, and how well; as much legitimate interest as any business firm takes in the ability of anew partner. Prefer Younger Man Very practical considerations influence the eight sitting justices at this time. They are quite anxious concerning the capacity of Holmes successor to bear his share of the work thrown on the court, of his ability to ‘‘pull his oar in the shell.” For that reason they would prefer a relatively young and vigorous man, who could handle his schedule of assignments. Their concern is all the more keen because several members have been in ill health for some time, and have had to take things easy. Chief Justice Hughes has kept the docket fairly clear, and he does not want it to become congested again, as it may be unless the appointment is made soon. The average age of the eight members is a little over 66 years. From their standpoint, therefore, a young man of around 60 with plenty of vigor would meet this requirement. Liberalism at Stake The division between so-called “liberals” and “conservatives” also has sharpened the justices’ concern in the man Hoover will name. Although there is, of course, no outward clash of sentiment and philosophy, it is understood that each group would be pleased if it were increased by anew member holding its social, economic and philosophic tenets. More than the general public, the court realizes that the national structure for the next fifty years may be affected by the views of the justice who fills Holmes’ vacant seat. In moot questions involving such far-reaching problems as political reapportionment, % radio, railroads, water power development, industrial changes he may cast the determining vote as between a narrow or broad approach to the unknown future. FINNS IMPOSE BOYCOTT Agricultural Producers Ban German Goods; Irked by Butter Duty. By United Press HELSINGFORS. Finland, Jan. 25. —The Central Union of agricultural producers, with a membership of over 100,000 has decided to boycot all German goods until Germany repeals new duties on Finnish butter. Regarded as a breach of existing trade treaties. Citizens were urged to observe the boycott. IDEAS SOUGHT BY STREET CAR LINEJFICIALS Constructive Criticism by Patrons Is Welcomed, Says Manager. The Indianapolis Street Railway Company welcomes constructive criticism from street car and bus patrons, according to David E. Watson, manager for the company's receiver. While some of the suggestions prove impractical, in view of past experience, or circumstances, many times the ideas advanced by patrons prove workable and are of benefit both to the company and all its patrons, Watson commented. “Street car and bus schedules are provided for the purpose of giving the greatest convenience to the users,” he said. Habits Are Studied “The schedules in force are the result of a study of the riding habits on all lines in operation. These schedules are corrected from time to time to meet new conditions, and are influenced always by information supplied by the public. “Frequently suggestions from patrans reveal a knowledge of facts not possessed by the company. “There is no better way of meeting the public’s requirements in rapid, economical transportation than by letting the public know how much the company appreciates constructive suggestions. “Every person, whether or not a patron of the company, who has an idea that might prove of general convenience, is welcomed at the offices of the company at any time.” Booths Maintained For the convenience of street car and bus patrons, the company maintains information booths in the downtown district and has street car and bus supervisors scattered over the city. Their duty is to assist the public by furnishing information relating to schedules, transfer points and other matters. The liberal transfer privilege between street cars and busses, and the co-ordinated service to provide the minimum of delays at transfer points, have given to Indianapolis an extremely convenient transportation system reaching every section of the city, Watson said.

FARMER-LABORITES TO INSIST ON PROGRESSIVE Threaten Third Party in Fall If One Is Not Named. By Scripps-Ucicard Newspaper Alliance WASHINGTON, Jan. 25.—Minnesota Farmer-Laborites are suggesting the names of Henrik Shipstead, Farmer-Labor, as a running mate for Governor Franklin D. Roosevelt on a combination ticket, it was learned here today. Senator Shipstead has shown strong leanings toward the legislative programs advanced by such Progressive Republicans as Senators La Follette, Norris and Nye. This group, however, might conceivably support a Progressive Democrat, such as Roosevelt. When Governor Floyd B. Olson was in Washington recently he said that unless a Progressive was nominated by one of the two major parties there would be a third party in the field in 1932. This assertion was taken to mean that Minnesota Farmer-Laborites would support Roosevelt should the New Yorker be nominated by the Democrats.

G. 0. P. WOMEN FORM STATE ORGANIZATION Indiana Council Will Hold Its First Meeting Here Tuesday. Articles of incorporation have been filed with the secretary of state by the Indiana Council of Republican Women, who will hold its first meeting Tuesday afternoon at the Severin. Mrs. Frank J. Lahr, Indianapolis, a director, will preside. Other directors are: Mesdames Elizabeth Boucher, Valparaiso; J. monroe Pitch, Muncie; John Hornung, Greensburg; Lawrence F. Orr, Indianapolis; Zeola Hershev Misener, Michigan City; Noel Neal. Noblesville; Frank Donner, Greencastle; William F. Hodges, Gary; Frank D. Hatfield and Robert Dennis, Indianapolis; T. J. Louden, Bloomington, and Miss Elizabeth Paul. Cambridge City. Mrs. Charles M. Dawson is chairman of the Indianapolis council, and Mrs. Hatfield heads the Twelfth district council. Aims of the organization are: Education of women as to their rights and privileges with the ballot; the teaching of Republicanism and Americanism;, support of the Constitution and law obedience; and to aid in the election of Republican nominees. : —, British Trams Urge Wage Cut By United Press LONDON, Jan. 25.—The national council of the British tramway workers today studied proposals of tramway owners to terminate the present wage agreement and introduce wage reductions affecting 80,000 workers. Many local unions opposed the reduction in wages on the grounds that the tramways are making money.

Flower Garden to Feature Eleventh Realtors’ Exhibition. Heavy demand for space reservation in the eleventh annual Realtors’ Home Complete exposition, April 2 to 10, was reported today by Robert Allison, home show committee chairman. From present indications, the exposition this year will present the most complete display of products pertaining to construction and furnishing of a home ever shown here. Special attention will be given at the show this year to exterior treatment of the home. Anew feature will be the flower gardens, which will fill the space occupied formerly by the model home. The 1932 model home is being constructed on a permanent site, at 5240 Cornelius avenue, near the Butler field house, and will be completed and opened to the public probably by Feb. 15. All scientific home building knowledge available has been used by the builders in constructing this unique home. When completed it will be a model home in reality, as well as in name, said Allison. One of its outstanding features will be the attractiveness of the social room. On the inside center wall is a typical New England fireplace, and by its side is the oldfashioned oven ready for use. It has an aggressive, trained organization that is capable of producing the most satisfactory work. “Idea Man” Named Recently the company announced appointment of Walter L. White, nationally known artist, to the position of “idea man” for the firm. White’s work has been seen in advertising sections of practically all magazines and metropolitan newspapers in the country. For the last three years he has done little finished work, devoting his time almost exclusively to creation of ideas for national advertisers and advertising agencies in Chicago. He was with the Homer McKee agency here three years, from there going to one of the larger art studios in Chicago in 1923, remaining in this work six years. Later he took up free lance work in the creation of advertising ideas. Headed by Ropkey White’s services have been made available to the company’s patrons in creating advertising and layout ideas for use in newspapers, magazines, booklets and similar work. Officers of the company are Ernest C. Ropkey, president; C. E. Goodrich, vice-president, and Ernest A. Morris, secretary-treasurer. Approximately 100 employes are in the service of the firm.

By United Fress MADRID, Jan. 25. —Spanish officials claim to have evidence of Soviet intervention and propaganda in connection with recent disorders which allegedly were aimed to start a movement for the establishment of a Soviet republic in Spain. The United Press received this information from high quarters today, the date set for a general revolutionary strike which was started prematurely last week in Catalonia.
