GERMANS OFFER RAILROAD BONDS AS REPARATIONS Seek to Shelve Young Plan of Payment; Lausanne Parley Delayed. BY HARRY FLORY United Pre* Staff Correspondent LONDON, Jan. 21.—A new German reparations scheme calling for payment in railroad bonds instead of cash, was reported here today, coincident with postponement of the Lausanne debts and reparations conference. The Daily Express said that Germany had suggested the elimination of Young plan reparations payments and the fixing of a figure payable in the form of German railway bo. ds. The daily express said that the British cabinet sympathetically had considered the plan and forwarded to France, with alternative suggestions for a year’s postponement of the scheduled international rl-'bts and reparations ccrference. Impossible for Monday A brief foreign office communique said that because center governmental conversations had not been completed, it was impossible that the Lausanne conference begin on Monday, as had been scheduled, but it was hoped that an agreement on procedure would be reached within a few days. It was learned that Germany had informed the British ambassador in Berlin of her rejection of the proposal for a year’s extension of the Hoover moratorium, insisting on a settlement before the present international debts holiday ends. Conferences of statesmen expected to determine whether the Lausanne conference would be delayed or postponed indefinitely had to consider six main points bearing on the international war debts and reparations problem. They were: Germany’s desire that war debts and reparations be eliminated. Premier Pierre Laval’s stand that France will not pay the United States unless Germany pays France. Initiative From Europe Washington’s policy that if the Hoover moratorium is to be extended, the initiative must come from Europe, and the well-defined Washington contention that war debts will be considered only as individual cases and not linked with reparations. Italy’s desire that the debts and reparations question be settled at Lausanne and that the conference end with a general “cleaning of the slate.” German's refusal of the British suggestion that the debts holiday be extended for one year and her insistence on a settlement before the end of the Hoover moratorium. The importance of the vote of confidence which the new French government is expected to seek today in the chamber of deputies and a dozen interpellations, mainly regarding Laval’s foreign policy and particularly reparations. With these questions under consideration, the statesmen did their best to find a formula upon which the meeting at Lausanne would be justifiable. LAWYERS DRAFT SUIT TO FORCE SEWERHEARING Delays Menace to Health, Complain Suburban Residents. Charging delay in construction of north and east side sewers threatens health of hundreds of residents, attorneys today prepared a petition to be filed with the appellate court j seeking immediate hearing on suits j blocking the projects. Several hundred property owners in Irvington and Broad Ripple already have signed the petition, scheduled for filing Friday with the state court, Saul Rabb, attorney, said. It is charged that local* contractors, who failed to obtain the work, have conspired to block construction by appealing a Hancock county circuit court ruling. This ruling upheld the sanitary board’s order to go on with the work. The petition alleged local contractors had promised to withdraw from court action if they were given part of the work on the sewers. Additional delay will cause further property damage in the affected areas, the petition charges. Employment for more than 300 men has been withheld due to the legal action delay, it is alleged.
