CHECK TAX TO FAIL, CONGRESS LEADERS AGREE Foes Cite Disadvantages That Would Follow Stamp Levy. li'j Bcrlopa-Howard X cuspnpr.r Alliance WASHINGTON. Jan. 15.-Secre-tary Mellon's recommendation lor a two-cent stamp tax on bank checks will be disregarded by congress, indications are today, as consideration of new taxation legislation begins. The stamp tax has aroused widespread opposition among congressional leaders, business men and bankers. So determined is the opposition that authoritative congressional spokesmen are asserting that the plan will never be enacted. The American institute of bank and commercial stationers has Joined with bankers in opposing the tax. In a letter to Chairman Collier, the organization contends the tax would: Increase pay roll holdups. Increase expense in handling pay rolls. Increase unemployment by less volume of business in printing and lithographig and in such allied industries as paper, ink, cloth, wire and glue manufacturing. Increase the hoarding of money by individuals. Increase the manufacture of currency, to meet the need for money in circulation. Cause immediate withdrawal of large sums of money from banks. Deter payment of bills through substitution of the more clumsy use of currency for the use of checks—and a host of other consequences. Congressmen expressing their objections say it will encourage women to withdraw cash from banks in large amounts to pay their individual bills, instead of paying by checks as at present. It is Mellon’s estimate that $95,000,000 could be raised by such a tax.
