Said he: ‘ Manchuria is vital to the exist- ! ence of the Japanese empire. • Without Manchuria safely under i Japanese control in time of War ns in time of peace, the empire must dwindle until it becomes a fourth rate power. “Our little islands can not support their large and growing population, j We have nearly 70.000,000 people, j We must have food from the out- j side and we must have raw mate- j rials from the outside. Without j them we would perish. Annexation Foreseen “The Japanese premier, Ki Inukai, says Japan would not have Manchuria as a gift. In a sense that is true. Wo do not care to j annex Manchuria and add to our already heavy burden the burden of caking care of 30,000,000 Chinese. ‘‘Eventually, whether we want to or not, we will be forced to annex Manchuria. Either that or we will have to get out. And mast assuredly we have no intention of getting out. “What I mean is this: For the time being we can get along very nicely with only the economic control of Manchuria. All we require from that region are the raw materials needed to keep our industries back home in the islands supplied, plus the foodstuffs wdth which to feed our population. Self-Preservation First “But such an ideal state of affairs can not last forever. Eventually—and it is just a question of time— Japan’s position in Manchuria will i he challenged. Sooner or later i China will order us out. or try to | put us out, or Russia will. Or both ! will try it together. “And that would mean war. I ■ repeat, control of this region is a question of life or death for the em- ! pire, and for nations as well as for j individuals self-preservation is the i first law of nature. “I am no militarist. lam hardly i Japanese. I am really more Amer- \ ican than Japanese. My children ' Rrc Americans. They can’t speak the Japanese language. And it is ; from this dispassionate, objective , point of view, that I declare that ! Japan either must maintain control over the nearby territory on j the Asiatic continent or wither and | die. Must Have Materials “As long as this control goes unchallenged, Japan will not take over more actual territory. But the day Japan feels that tomorrow China, or Russia, or both, will be strong enough to oust her, that will be the day she will act to make certain of j her hold. “Were this a warless world, it would be difflerent. In peace, Japan could obtain food and raw materials from the other side of the earth. In war, however, her lines of communication would be cut, her people would starve and her factories would have to close down. “She must, at any and all costs, therefore, develop her own sources j of supplies close to home where I they can be defended, come what may.’’ U.
