SLASH BUREAUS TO CUT EXPENSE, HOOVER ADVISES President Indicates Desire That Congress Take Some Action. Hi/ United Press WASHINGTON, Dec. 29.—Coordination of government activities and reduction of the number of bureaus and commissions in Washington was advocated by President Hoover today as one of the most effective methods of governmental economy. He indicated a desire for congressional action on this matter. The President’s program of reorganization was a direct attack on any tendency toward further development of bureaucracy in the federal administration. He said that consolidation of bureaus which now overlap would effect a saving to taxpayers of millions of dollars annually. “Now that economy absolutely must be the first order in government,” the President said at his press conference, “it is an appropriate time for congress to take up the question and bring it to a conclusion. Such action would comprise a major accomplishment of the present session of congress.” Sought Cut 10 Years The President said: “The most constructive direction for economy in federal expenditure beyond a rigid reduction of appropriations and the resolute opposition to new appropriations lies in the consolidation of government bureaus and general reorganization of the federal government.
“I have recommended this reorganization in public addresses, reports and messages to congress throughout the past ten years. “I particularly emphasized this necessity as the basis of constructive economy in my message to the second session of the seventy-first congress. I again referred to it in the message to the third session of that congress and in my message to the present congress I again traversed the subject. “Some of the recommendations have been carried out, the most notable one being the consolidation of all veterans’ activities into the veterans’ administration. Asa result, General Hines reports that we are saving somewhere from ten to fifteen millions a year in this service alone. Cites Bureaus “Outstanding amongst these reorganizations would be consolidation of all construction activities of the government under an administrator of public works to serve all the departments. “Other cases are the consolidation of all merchant marine activities into the department of commerce; the consolidation of the conservation atcivities of the government; of the public health services, of educational activities and numerous other groups on the same major purpose under single headed responsibility. “Such action would result in the elimination of many expensive agencies and overlap resulting in very great economies. These economies would run into many millions. "In addition to the actual economy by concentrated administration and elimination of overlap, further great economies would be brought about through the curtailment of the self-expanding capacity of scattered bureaus which could be much better controlled if they were grouped together. It would enable policies in connection with different government activities to be bettei developed and better directed. “The subject is an old one, and now that economy absolutely must be the first order in government, it is an appropriate time for congress to take up the question and bring it to conclusion. Such action would comprise a major accomplishment of the present session of congress.”

English mathematics, history, writing and spelling are chief subjects. PUTS BLAME ON TARIFF Depression Due to Trade Barriers, Export Cos. Head Declares. Tariffs were blamed for the present depression, said Stanley J. Dyer, president of the Commercial Export Company, before members of the Indiana World Trade Club Tuesday at a luncheon in the Indianapolis Athletic Club. Dyer, past president of the club, returned recently from a business trip to Cuba. William Higburg, I president, was in charge of the meeting.

William Henry Harrison, Indianapolis attorney, was installed as eminent commander of De Molay commandery, No. 62, Knights Templar, Monday night, in the lodge rooms, Twenty-second street and Central avenue. STORE TAX PUZZLING Vending Machine Operators to Get Explanation. Vending machines are causing no end of trouble to the chain store tax collectors, it was reported today by L. O. Johnson, chief store tax collector in the offices of the state tax board. Johnson busied himself today drafting an explanation for use of field men regarding the vending machine levy. If such machine is owned and operated in a duly licensed store, it is covered by the tax for that store. Johnson explained. But if it merely is placed on lease and owned and operated by an outside agency, the owner must pay the tax. Vending machines in a group at a single location will pay but a one store tax, but owners of strings scattered throughout the city must pay on the chain basis. Many machines operate where nothing else is sold, and someone has to pay the license for them, Johnson pointed out.

I?;/ United I’reus NEW YORK, Dec. 29.—John Ragonetti, 45, Mount Vernon, was believed dying today of a bullet wound self-inflicted after he had killed his former partner, George A. Colgan Jr., 37, a witness in the city investigation. The killing occurred in a downtown office as the former -partners were about to submit their financial differences to arbitration. James G. Shaw, the chosen mediator, was present, and grappled with Rabonetti in a vain attempt to prevent the tragedy. Colgan and Ragonetti formerly operated the Hy-Grade Sand and Gravel Corporation, sold last year to the City Sand and Gravel Corporation. Division of the proceeds gave rise to a bitter dispute resulting in litigation and claims by Ragonetti that he was being “frozen out.” Sues for $6,000 Insurance Mrs . May C. Cunningham of Frankfort, Ind., wido wof Cheever Cunningham, today filed suit in federal court here asking $6,000 from the Mutual Benefit Health and Accident Association of Omaha, Neb. Mrs. Cunningham alleges the company failed to pay on a $5,000 policy on her husband’s life.

11 REDUCED AND 15 PROMOTED IN POLICE SHAKEUP Changes in Radio Personnel Also Ordered by Safety Board. Eleven Indianapolis patrolmen were reduced, fifteen promoted and changes made in the police radio personnel today in a shakeup of the department ordered by the safety board on recommendation of Chief Mike Morrissey. The changes, which will be effective Friday, were made on the eve of the new year as unconfirmed rumors were current at police headquarters that a general shakeup, reaching to high officials, would be ordered soon. Safety board members and police officials would not comment on the purported general shift today. Batts Made Captain Robert L. Batts, who has been superintendent of the police radio, was named a police captain to remain in charge of the radio station and operations and patrolman William Rodacher was boosted from a second grade partolman to a sergeant. Four policewomen were advanced to the rank of matrons. Patrolmen reduced from first to second grade are: Harry Cooney, Philip De Barr, William Englebright, Clarence Griffin, Charles O. Johnson, Ary Tower, Carl Sheets, Asa Stonehouse, Patrick Welch, John Willis and Harry Bridwell. Patrolmen advanced to first grade: Edgar Deeter, Charles Garringer, Nolan A. Hill, Harley Jones, Albert Magenheimer, John Moorman, Charles Peak, Daniel Slope, John L.’ Stump, Bryan Sullivan, Stewart Coleman, Lee Oliver, Frank C. Dailey and Fred Braughton. Promote Policewomen Policewomen promoted were: Mrs. Anna Peats, Mrs. Mary Cantlon, Miss Lillian Jachka and Miss Nell Dunkle. Transfer of Paul Malcolm from the post of bookkeeper in the safety board office, to fireman, also was approved. Hb will be succeeded by Albert Schallat, 130 North Highland avenue. Mrs. Anna Pickard’s resignation to become head of the juvenile detention home was accepted by the safety board. She has been employed in the fire prevention department three years. Fireman Wilber Lovinger, Engine House 17, was promoted to chauffeur and chaffeur Edward Schurmann was named lieutenant of the same company.
TOWN PETITION FILED Williams Creek Estates Residents Seek Incorporation. Petition of twenty-nine resident voters to incorporate Williams Creek estates into a town of that name was filed today with county commissioners. The petition carries the names of nine heads of families of thirty-six persons. The corporate limits of the town, covering 213 acres, would be Pennsylvania street on the west, College avenue on the east, and creek on the north and south fcoundal^es.
