UTILITY GOUGE IS CHARGED IN CLUB REPORT Rate Probe Chairman Urges Law Requiring Books Be Kept in Indiana. “The public, right ‘now, is paying excessive utility rates, and is being compelled to like it,” said Walter C. Rothermel, chairman of the utility rate investigation of the South Side Civic Clubs, in his report to the central committee of the clubs Wednesday night at the Garfield park community house. Rothermel urged the public keep In mind the utilities issue when they vote next fall. “The present rate conference may avail us nothing and a law suit probably would taae us into a three-year debate,' he said. “Let us remember, however, that we have the duty of voting next year and that strict legislation regulating these utilities will be far more acceptable to the consumer than judicial precedents.” Meetings of civic clubs and utilities’ representatives should be open to the public, Rothermel stated. Discussion of the rates, however, should be restricted to the petitioning committee and the utilities, he said. Rothermel attacked the Indian-
