I.—The movement to advance an eastern opponent of prohibition as President Hoover’s running mate next year apparently has been thwarted by the decision of Vice-Presi-dent Curtis to stand for renomination. The announcement of Curtis that he would accept renomination is taken by Republican leaders generally as insuring his selection by the national convention. In that case Republicans would go to the country with an all-dry ticket. This would upset the plans oi some eastern Republicans, who have felt the party should make an appeal to the anti-prohibition states such as New York and New Jersey by nominating for Vice-President an outright enemy of prohibition such as Theodore Roosevelt, now Governor of Porto Rico. G. O. P. Stands on Record They favored this on the expectation that the Democrats would name an anti-prohibitionist, who by combining the south with several big anti-prohibition states in the north might endanger Republican success. Curtis was named in 1928 because of his appeal to the farm states, particularly in Kansas where he is extremely popular, and because of his popularity among certain oldline party leaders who originally were hostile to Hoover. A Hoover-Curtis ticket also would emphasize the administration’s intention of standing on its own record, without any switch of candidates to appeal to different sections of the country. Curtis spent almost the entire 1928 campaign on the road, concentrating on the farm states. Renomination Unprecedented The main theme of the Republican appeal will be to stand by the Hoover administration in its effort to conquer the depression, and not change horses mid-stream. Renomination of Curtis would break a Republican party precedent. It never has repeated on vicepresidential candidates. It also would counter to the tradition with regard to age. Curtis would be 77 years old when he finished a second term. The custom has been to select a younger man, in line w'ith the practice which favors a man in the fifties for President. NAB ALLEGED RUM SHIP Coast Guard Holds Skipper and 37 Members of Crew. Bn Thi iled Press CLIFTON, N. Y„ Dec. I.—Vannie Higgins, gangster, rum runner, and supposed admiral of a rum fleet operating off Long Island, was captured today with thirty-seven of his crew. The thirty-eight were caught by U. S. coast guardsmen in the narrows off Cliffton, Staten Island, about midnight, and are held at base two, pending decision on what charge, if any, may be placed against them. No liquor was found on the lightless, paperless, masterless tug manned by the Higgins crew when Warrant Officer Cosgrave and a crew of three manning a speed boat hailed the heavier craft.
