SPUR PLAN FOR 75-MILE ROAD CIRCLING CITY] Proposal for Belt Highway to Be Step Nearer Fulfillment. Proposal for a seventy-flve-milc circumurban highway around the I city of Indianapolis will be a step nearer fulfillment Monday, when Bruce Short, county engineer and ■ surveyor, and James T. Hallett, as- , distant road engineer for the state highway department, tour the contemplated route. Short’s proposal is that the state ; highway commission take the route Into the state system as a part of ; the announced $750,000 unemployment relief program. “Necessity for such circumurban ; highway or belt line has been recognized for years,’’ Short declared, “and now is the time to carry the ; Idea to a fulfillment.’’ With but few exceptions, and these only where state roads are touched, the contemplated belt line still is unpaved. Benefit to State It is the idea of the county commissioners and Short that these highways be turned over to the state, which after paving them shall return the route to the county. This will be of benefit to the state highway department because the county then will take charge of the maintenance work, thus relieving the' state of the upkeep costs. “It will mean a savings of miles to motorists and will relieve the city of much of the congestion occasioned by the utter necessity at present of routing all traffic through the principal thoroughfares,’’ Short pointed out. The proposed belt line is as follows, going east: Starting a few miles north of Traders Point on State Road 52 it will go east along Eighty-sixth street to across White river, then jog down to Eighty-sec-ond street through Castleton, then down-to Seventy-ninth street. Follows Southport Road Francke road will be followed south to U. S. 52, when after a short jog the route will be continued on the Senour road going into Acton. The west route will follow the Southport road to Antrim, then jog down to West Newton continuing through Camby to the StaleyBridgeport road. This will be followed through Bridgeport to U. S. 36. Following this for a half-mile east to the Country Club road which will be used north to the Crawfordsville road. Crossing this highway the Dandy trail will be followed into Traders Point, thus completing a seventy-five-milc belt line.

Funeral services for Mrs. Kate Weathers, Negro leader in local missionary and welfare work, who died at her home, 534 Minerva street, Wednesday, will be held at 1 Saturday at the Second Christian church, with burial in Crown Hill cemetery. Roland Duvall, 4312 East Washington street, pleaded his own case today before Municipal Judge William H. Sheaffer and lest. Duvall, assistant manager for the H. P. Wasson Company, was charged with failing to stop at a preferential street. He was arrested Thursday morning by Sergeant Irwin Landers, in charge oi a police emergency squad, at East and Market streets, after he was alleged to have been responsible tor a near-crash of the police automobile. While a crowded courtroom listened, Duvall rigidly questioned police officers, asserting his arrest was illegal. The officers had failed to tell him on what charge he was

LOUIS BRANDEIS, FAMED LIBERAL JURISL IS 75 Supreme Court Figure Is Oldest on Bench, Excepting Holmes. BY HERBERT LITTLE I United Press Staff Correspondent WASHINGTON. Nov. 13. —Louis Dembitz Brandeis, vigorous expounder of liberal doctrine from the supreme court bench, today rounded out his first three-fourths of a century. Brandeis has been an associate justice nearly fifteen years since June 5, 1916 —and he could have retired four years ago and continued to receive his full pay of $20,000 a year. He has no birthday plans except to continue the work that keeps him busy. He and Mrs. Brandeis take no active part in official society. Brandeis is the oldest of the nine supreme court justices, except for his close friend, Oliver Wendell Holmes, who will complete his 91st year March 8, 1932. The two men, sometimes far apart in fundamental doctrine and far different in their heredity and early environment, have besn a “Damon and Pythias” team in their stand for liberal decisions. Contrasting strangely with his friend Holmes, an aristocrat and an autocrat like his author-father, Brandeis is a self-made lawyer. He was born in Louisville. He attended Harvard law school, Holmes’s alma mater. He set up to practice in St. Louis, but moved to Boston, where he practiced from 1879 to 1916. In the early part of this period he was fre-

His nomination stirred up a tremendous furor^ Legal men say Brandeis is the most truly liberal justice. Holmes arrives at similar conclusions in most cases, they say, through his principle of letting the people have their way, even if the Constitution has to be made a bit flexible. But his sharp old eyes see no Utopias. Brandeis has the vision of a prophet and the drive and hope of a social reformer. With all his battles, the years have been kind to Brandeis's fine face. It is deeply lined, a little like Lincoln’s was, but inexpressibly mobile and .beautiful.
