RUSSIA. JAPAN SECRET ALLIES, OBSERVERS SAY Talk of Nipponese-Soviet War Is Not Being Taken Seriously. BY WILLIAM PHILIP SIMMS Scripp* Howard Foreign Editor. WASHINGTON, Nov. 6. There is reason to believe a secret agreement exists between Japan and Soviet Russia with regard to Manchuria, the writer learned in informed circles here today. For that reason, talk of a possible war between the two countries over clashing interests in North China is not taken seriously, at least for the time being. At the time of the Russo-Chinese conflict over the Chinese Eastern Railway in 1929, the Japanese sat tight in South Manchuria while Soviet troops invaded North Manchuria and routed the forces of “Young Marshal’’ Chang Tsueh-Liang. Today, while Japanese divisions are on the warpath in southern Manchuria, Russian troops are reported watchfully waiting along the Manchu-Siberian border. Each Has Own Sphere All this, it is pointed out, is strictly in line with what appears to be an understanding between the two powers. That is, each has its own delimited sphere of influence and has agreed not to interfere with the other. The Japanese zone and the Russian zone, generally speaking, are determined easily. They center largely about two railway systems shaped roughly like a huge “T.” The top of the “T” is the Chinese Eastern Railw'ay running from east to west across North Manchuria. It belongs jointly to Russia and China. In the middle of the stem of the “T” there is a city named Changchun. From the top of the “T” to Changchun is a branch line of the Chinese Eastern. From Changchun to Port Arthur, at the bottom of the “T,” however, is the South Manchurian Railway owned by Japan. From Changchun northward, therefore, is the Russian zone. From Changchun southward is the Japanese zone. But here enters a complication, the very sort of complication of which international strife is made, and sometimes war. Look on Line as Own From a station on the South Manchurian railway a little below Changchun, upward past Taonan, in Mongolia, to Tsitsihar, a station on the Chinese Eastern, is a Chinese owned railway, built with Japanese money. The Chinese have not yet paid for this railroad, and, until it is paid for, the Japanese look on it as practically theirs. This means that the Japanese are inclined to regard the territory through which this road runs as a Japanese zone. And as it touches, and even crosses, the Russian zone in and around Tsitsihar, there is room for trouble. However, observers here are inclined to believe the Japanese would not risk sending troops into the Russian zone without an understanding with Moscow, any more than Russia dared invade Manchuria two years ago without the sanction of Tokio, unless, of course, Japan deliberately is looking i for trouble. 1

GRANBI TO URGE FRANCO-ITALIAN NAVAL ACCORD Minister on U. S. Visit Will Contend Peace Depends on Disarmament^ BY STEWART BROWN Fnited Pres* Staff Correspondent ROME, Nov. 6.—Foreign Minister Dino Grandi, who will depart Saturday on an official mission to the United States, is expected to discuss a Franco-Italian naval limitation accord in Washington. A last-minute decision by Premier Mussolini Thursday night to include Augusta Rcsso, Italian naval expert and head of the League of Nations section of the foreign office, in Grandi’s official party, indicated such a discussion. The failure of France and Italy to reach a naval accord has been regarded as one of the greatest obstacles to success of the 1932 world disarmament conference at Geneva. The United States understands that Italy and Great Britain unofficially have informed France they are prepared to resume discussions on the basis of the accord reached last March and later abandoned. France has not yet replied to the proposal. Other members of Grandi’s party will be Commissioner Guido Rocco,

.vice-director of the press bureau; Dr. Leonardo Vitetti, disarmament expert, and Alberto Nonis, the foreign minister's private secretary. Grandi, who will spend six days in Washington and four days in New York, will stress the necessity for a successful disarmament conference. He will insist that there i must be a reduction of the world’s military establishments to guarantee peace. The thesis which Grandi will present in Washington will be in direct contrast to the French disarmament thesis presented by Premier Pierre Laval. It will be more in harmony with American ideas. Laval stressed the demand of France for guarantees of her na- | tional security prior to disarmament, but Grandi will contend that peace is dependent upon disarmai ment by the world powers. It was not believed that the problem of revision of world war treaties —raised during the visit of Laval to America—will be touched by the Italian foreign minister. The Italian government, however, will favor modification of the Versailles treaty if the issue is discussed.

OBELISK'S NEW LIGHTSTESTED Washington Monument Will Never Be in Darkness. By Science Service WASHINGTON, Nov. 6.—The Washington Monument, 555-foot marble obelisk here, soon will be lighted, never to be left in darkness. To eliminate the hazards the monument presents to aviators, twenty new floodlights will be switched on about Nov. 15, completely illuminating it for the first time. All twenty will be used regularly only on foggy nights. Tests showed too much light gave the monument a rounded appearance, thus reducing its visibility. favored searchlights, located several hundred feet from the monument. Experiments with both types showed the searchlights to be unsuited. Instead of concentrating on the monument itself, their beams extended across the road about the monument grounds. Now floodlights, in groups of five, will be placed forty feet from each side of the monument. For years the only means of illuminating the tapering shaft, searchlights still will he p drive away the darkness. The shape of Washington Monument is such that floodlights can not reach the top, which veers off sharply to a point. Hence two searchlights located on nearby buildings will serve to keep the monument’s peak clearly visible. Sphinx Club Pledges BLOOMINGTON, Ind., Nov. 6. FORMER PHONE OFFICIAL DEAD Mark P. Turner Will Be Buried Saturday. Funeral services for Mark P. Turner, 68, former general attorney and secretary of the Indiana Bell Telephone Company, will be held at the Turner home, 3127 North New Jersey street, at 2 Saturday. Mr. Turner died Thursday after a long illness. Before Indiana Bell assimilated the Central Union Telephone Company here in 1920. Mr. Turner was general attorney for that corporation. Shortly after Indiana Bell's control, he became ill and was forced to retire. Survivors are the widow, Mrs. Marion O. Turner; two sons, John

Last rites will be held Saturday for Mrs. Penelope LeMonde Wolfe, for the last twenty years librarian for the Marion County Bar Association, who died Thursday night after almost two months' illness. For many years prior to her library appointment, she taught in Knickerbocker Hall, a private school for girls formerly located on Central avenue. Survivors are a son, LeMonde Wolfe, and a sister, Mrs. James Young of Philadelphia. Bank to Liquidate By Times Special NOBLESVILLE. Ind.. Nov. 6. Permitted by the state banking department to liquidate on a showing of its ability to pay depositors, the board of directors of the Farmers State Bank, of Hobbs, has chosen H. E. Castor as liquidating agent. Nearly all notes held by the bank are for ninety days, and it is planned that the business of the bank can be closed without the services of a receiver in a comparatively short time.
