COUNCIL VOTES APPROVAL OF LOANS,BONDS Issues Totaling $1,107,000 In Five Ordinances Passed by County Heads. Loans and bond issues totaling 81,107,000 were voted in five ordinances adopted today by the county council. Authorization also was granted by the council for an especial appropriation of $12,150 to meet expenses of the various county departments until the first of the year where the previous allowance has not been sufficient. One item in this list upon which action was withheld, was the request for an additional $350 by Coroner Fred Vehling to pay for future autopsies. At 6’a Per Cent Rate ( The county commissioners were authorized to advertise for a temporary loan of $245,000 to meet township poor relief expenditures. Maximum interest rate was fixfcd at 6’ 2 per cent; are to mature on May 35, 1932, and the remainder on Nov. 15, 1932. Authorization also was granted for the issuance of 20-year bonds totaling $384,000 to bear 4'a per cent. Interest, to be used in refunding a similar amount of bonds which mature this year. The council thus intend,-; to stave off the necessity of paying that amount out of the treasury this year. The loans are expected to cost approximately 8120,000 in interest. Loan Is Approved Permission to borrow $350,000 at. 6 per cent in order to meet expenditures Incurred by the county' in anticipation of the tax levy, wargranted. This loan is to mature June 1, 1932, and bids will oe incited. In order to proceed with the work bf constructing the Belt railroad track elevation the council voted ft 4’j per cent issue of $65,000. Final approval was given the Special bond issue of $23,000 with Which to erect a men’s dormitory at the county poor farm. These bonds were sold provisionally to the police and firemen's pension fund, but can not. be delivered until signed by John Shearer, dissenting county Commissioner. A rising vote of thanks was accorded Harry Dunn, county auditor, by the council for the “extensive assistance and courteous co-opera-tion’’ he has given the council. Dunn's term expires Jan. 1, when he will be succeeded by Charles Gossart. FRENCH RADICALS MEET Left Wing Delegates Confer; Herriot May Be Party President. HAPGOOD DENIES HE'S COMMUNIST But Writer Defends Aiding lowa Red Speaker. Denying he is a Communist, Powers Hapgood, writer and speaker on labor and economic problems, today defended his action in Council Bluffs, la., Saturday in which he obtained bond for a Communist speaker. Hapgood, who is the son of William P. Hapgood, Southport, Columbia Conserve Company president, said he was arrested, but later released, when he visited the Council Bluffs jail to offer bail for George Papcun, the Communist speaker, a former fellow worker with Hapgood in the Pennsylvania coal mines. Hapgood said he was in Omaha, lecturing before the Nebraska State Teachers’ Association, when he read of mobs deporting Communists in the lowa city.
