STOKES United Prcv* Staff Correspondent WASHINGTON, Nov. 4.—President Hoover, determined to formulate a method of releasing a billion and a half dollars “frozen” in real estate mortgages, 'largely on small homes, is giving, particular consideration to two proposed methods of curing the situation. The first of the two plans involves formation of a national real estate board, to deal with realty financing. The second embraces formation of rediscount banks similar to the farm loan banks, which would take the load of mortgages off the holders. lend on them, and thus provide additional credits. Any method providing additional credits would permit banks or finance companies holding mortgages to extend the time in which the home owner must meet his payments. Prin-iole Is Same Whatever method is adopted the principle is much the same. Jones owns a small home. He is in financial difficulties, perhaps out of .a job and can not meet the payments on his mortgage. The bank holding his mortgage holds many similar mortgages. The bank would like to help Jones and the others by extending payment, but it can not afford to, fearing to endanger its credit position. All that is left, in many cases, Is a foreclosure and a sale so that something can be realized. Under the President's program, the bank could take these mortgages, representing a sound investment, to the rediscount institution, borrow on them, and thus get credit. This would permit it to lighten Jones’ mortgage either by suspending payment for period, or by requiring only interest charges for a time until he gets back on his feet. Might Advance Funds The proposal is to finance the central mortgage board or the rediscount banks by issuance of bonds against the mortgages. It also has been suggested that the federal government might advance funds to start these institutions, as it did with the farm loan banks, which now are owned by private stockholders. Release of credit to the banks and financial institutions also would provide money for additional home building. That also is a part of Mr. Hoover’s program. Home building would provide a real stimulation to industry and would aid tremendously in recovery from the depression.
