RAPS AT TARIFF AS CONTRIBUTOR TO DEPRESSION Head of Famous Bank Sees No Chance to Prevent Recurrence. if.V 1 nit lit J'rr* * WASHINGTON, Oct. 31.—Albert H. Wiggin, chairman of the governi.’.y board of the Chase National bank, told the senate economic planning committee Friday that it would be impossible to prevent a recurrence of depressions. “What we have learned, the next Generation will forget,” he said. Wiggin blamed “excessive tariffs” fls one of five causes of the defrom Europe, where his committee an extract of his report of last | January to the shareholders of the i Chase National bank, listing five major causes of the depression. Wiggin, who lust has returned | t lrom Europe, where his comimttee of the Bank of International Settlements at Basle submitted a report for settlement of European questions, gave the senate committee a brief summary. In it he set forth a fourfold program for revival of business. He said: “Stripped of technicalities, the ! substance of our report is that the ! restoration of credit on Europe and consequently the revival of business in the United States depends upon rapprochement between France and Germany; reduced reparations; reduced interallied debts and reduced tariffs. The five causes of depression listed by Wiggin were:
Tariff Is Impediment Impediments to international trade through excessive tariffs and other restrictive policies. “The abnormalities in certain commodity markets due to governmental and private attempts at valorization.” (He presumably referred in part to the farm board.) “The tardiness with which wholesale prices on finished goods, retail prices, wages and rentals have adjusted themselves to the sharp fall of last year. “Low money rates and excessive credit in the past which led to undue diversion of bank funds to slow and speculative business. “Political difficulties, especially irv, India, China and Russia.”
Asked on Liberality Chairman La Follette of the committee asked Wiggin if the prosperity credit policy was “too liberal.” “It has turned out so,” the banker replied. “Do you think it possible to stabilize our industrial activity?” Wiggin was asked. “I don't think so. A manufacturer keeps on manufacturing goods so long as he can sell at a profit. He can’t see ahead far enough to stop production as long as there is a demand.” “Have we learned anything as a result of this depression which would enable us to take steps to mitigate such occurrences in the future?” La Follette pursued. “Nothing will prevent a recurrence of business troubles. What we have learned, the next generation will forget,” the banker rejoined.
