LAVAL REGARDS U. S. AS LIKELY WARTIME ALLY May Ask Economic Boycott by America on Any Agressor Nation. BY RALPH HEINZEN United Prem Staff Correspond*nt ABOARD S. S. ILE DE FRANCE, Oct. 19.—Faced with the “sacred duty” felt by France generally to collect for World war damages from Germany, Premier Pierre Laval today prepared suggestions to be submitted to President Hoover for French co-operation in lightening the international war debt and armament burden. The United Press understood that the long standing French attitude on disarmament had undergone a change after conversations between the premier and the experts accompanying him to Washington. France has maintained that her security must be guaranteed by an international pact prior to the scrapping of arms. It was understood the premier now realizes the futility of attempting to obtain an American pledge to use her army and navy to guarantee French security and had centered his plans on obtaining two promises from Washington^ First, that the United States agree to a consultative pact, and second, that she refuse to trade with an aggressor nation in case of war. It was understood that Laval had gone far beyond the French armament memorandum submitted .to the League of Nations, which he intimated now is obsolete. He is expected to set a lower figure of French military requirements in his .conversations with President Hoover which would permit budgetry disarmament reductions largely through the elimination of waste. Laval was angered at a report in the English press that his daughter, Josette, was taken on the trip because she had been disappointed in a love affair with a member of his staff. He sent a wireless message to his wife in Paris saying he might consider a suit for libel.
