HIGH CHINESE REFUSES POST AS WAR ENVOY League of Nations Facing Crisis in Efforts to Solve Dispute. BY HENRY WOOD L'nltvd Prr* Staff Correspondent GENEVA, Oct. 1.-Slno-Japanese difficulties In Manchuria, which the League of Nations council could not solve, become more complicated today with refusal of Dr. Alfredo Bze to become Chinese foreign minister. The Nanking government accepted the resignation of Foreign Minister C. 1. Wang and appointed Dr. Sze, Chinese minister to London, and head of the delegation to Geneva, to 1111 the vacancy. But few hours after the appointment, Dr. Sze told the United Press, “I have informed my government that for personal reasons I can not accept the foreign minister appointment. Refusal Is Firm Whether Nanking would continue to trust Dr. Sze with the important Geneva assignment after his refusal to succeed Wang remained to be seen. Dr. Sze was very firm in his demands for league intervention in the Manchurian situation and his appointment as foreign minister was expected to prolong the session of the league council and force a definite reply from Japan on China’s demands. The fact that Dr. Sze Is not a member of the Chinese peoples party was the only outward political explanation of why he declined to join the Nanking government. There was considerable speculation on Nanking’s attitude toward the league council, after China worked three years to become a member of the council and then found her membership value in forcing league Intervention to settle disputes with Japan. China May Renew Appeal China appealed to the league under Article XI of the covenant, which requires league action to prevent war or the threat of war between league members. The league council agreed with Japan that settlement of the Japanese occupation of Mukden and other Manchurian cities should be worked out by Japan and China. China may appeal later under Article XV, obliging the league to intervene in disputes which can not be settled by arbitration or judicial means. Before the league council adjourned until Oct 14 to give Japan ample time to complete withdrawal of troops from Chinese territory and re-establish the status quo in Manchuria, Dr. Sze declared he would hold the council responsible for re- ■ establishment of status quo and fixation of responsibilities and reparations for the entire Manchurian incident. .
LEGION DEDICATES ITS PARIS HEADQUARTERS Notables Attend Opening of HalfMiliion Dollar Structure. by United Press PARIS, Oct. I—ln the presence of the president of the French republic, the American ambassador, and other notables, the American Legion officially opened its Paris headquarters at Pershing hall today. There was a special ceremony for the Myron T. Herrick room, for which $50,000 was donated by friends from Cleveland and vicinity. The new building at 49 Rue Pierre-Charron serves as the permanent memorial in honor of the commander-in-chief, officers and men of the American expeditionary forces in the World war. It was erected at an approximate cost of half a million dollars. President Doumer and Ambassador Edge spoke briefly on the success of tfle legion’s activity in Paris. Several hundred people witnessed the double ceremony of dedication. STAR TO SEEK DIVORCE Ethlelind Terry’s Marriage Was Mistake, Her Mother Says. j'y United Press NEW YORK, Oct. I.—Ethelind Terry, Broadway stage star and prima donna of “Rio Rita” and other successes, will leave soon for Reno to seek a divorce from B. E. Bogeaus, wealthy Chicago hotel owner, it was learned today. Her mother, Mrs. Mary G. Terry, said: “Yes, we have decided on a divorce. We are glad it is all over. “You see, her marriage in Atlantic City was a mistake, but young girls will do those things.” Mrs. Terry refused to say what the grounds for divorce would be.

Leslie and Senators Watson ar.d Robinson, the focal point of their discussion will be possibilities for the nomination fpr Governor in 1932. With the senatorship assured Watson, the governorship is the problem. In discussion over the state, Fred Landis, Logansport editor and 1928 threat, holds the center of the stage. But he is favored more among the independent Republicans than by organization men. For the last few months, friends of M. Bert Thurman, national committeeman, who got out of the race three years ago to manage Watson’s presidential campaign, have been working quietly and it is understood that they have built up quite a following for the quiet, affable Republican veteran. a a a Fred Schortemeier, former secretary of state, who started out as the front runner in ’2B and ended trailing the procession, has taken some of the limelight with his fight for the use of Indiana limestone in the Clark memorial. He is attorney for the limestone company. “Shorty,” however, is not ready to announce until he sees what next year’s business outlook is to be. Friends of Charley Jewett, especially up in Lake county, are using his name a great deal, but the former mayor of Indianapolis is sitting back and waiting for the stage to be set. In the background hovers Arthur Sapp of Huntington, highway commission member and a comparatively new figure in state politics. Sapp had a good start a couple of weeks ago, but the fact that he voted to buy a Studebaker car for each member of the commission cast a shadow over his light. a a a There will be plenty of Governor talk, almost to the exclusion of everything else, at the two-day editorial meeting. It isn’t the program which is important, it’j the gossip in the little groups which will congregate in the hotel rooms Friday night and Saturday while en route to the football game at Indiana university. There is a likelihood that the name of the Republican nominee for Governor will be whispered about at this meeting. If so, it won’t be a secret long. SEEK STUDENT IN DEATH Yale Man May Shed Light on Playwright’s Sudden End. It If United Press i WESTPORT, Conn., Oct. 1 Strange circumstances in the death of Kenneth Raisbeck, 32-year-old author of “Rock Me, Julie,” one of last season’s Broadway flops, caused police today to seek a young Yale student, reported seen with the playwright the night before his body was discovered. Red marks on his neck at first caused suspicion he was strangled. But medical examiner, William McMahon said death was due to meningitis, and probably was sudden. Police said it was possible the playwright was with someone when he died and his companion became frightened and left him.
