CLEMENCY TO HIJACKER HIT BY OFFICIALS ‘Credit’ for Freeing Convict Without Fine Laid at Governor’s Door. Officials in charge of the Marion county common school, fund today admitted that they probaßly signed a petition to have a SSOO fine remitted for Art Dampier, alleged hijacker. The fine, if paid, would have gone to the school fund. Release of Dampier from the state reformatory by Governor Harry G. Leslie, without paying of the fine, drew an attack from Criminal Judge Prank Baker, who flayed executive clemency methods of the Governor. Dampier, who has a long police record, had served, when freed, a six-month term on a charge of assault and battery and intent to kill, in connection with a purported liquor hijacking plot, but Judge Baker also had decreed that Dampier must pay a SSOO fine. Marion county officials declared they had signed the fine remission plea as a routine matter, without knowing the facts in the case. Recommended by Trustees After Baker’s criticism of Leslie, it was pointed out at the statehouse that county officials and reformatory trustees had recommended the fine remission. Several county officials defended their action by saying: “The Governor knows we sign practically all such petitions, leaving investigation of the case to prison authorities.” It alao was explained that the Governor usually confers with the trial Judge and prosecuting attorney regarding all cases. However, in the case of Dampier, who served a six-month sentence on an assault and battery charge, Judge Baker and Prosecutor Herbert E. Wilson both declared: “We were not consulted.” Baker asserted he would not have approved remission of the fine, which was part of the sentence imposed by him when Dampier was ■found guilty of hitting a south side resident with the butt of a revolver. Matter of Course “I probably signed that petition,” County Auditor Harry Dunn, Republican, declared today, “but I would not have done it had I known that hijacking was connected with the case.” Sheriff Charles Sumner, Democrat, who also signed the petition, said: “County officials do not investigate those cases; the Governor can’t lay the blame upon us. The trial judge should have been consulted.” The county clerk has not been informed officially of remission of Dampier’s fine, remitted Sept. 10, although copy of another remission, signed Sept. 28, reached Charles Ettinger, chief deputy clerk, Tuesday. By statute, all money collected from fines is placed in the school fund. All fines not paid are re- j quired to be worked out by the prisoner at the rate of $1 for each day served in prison. SEEKS AIRPORT DATA Flying School Operator May Locate In City. Municipal airport may have a hew flying school in the near future as the result of dedication ceremonies last week-end, the works board believed today, on receipt of a letter from Reg Pattinson, head of the Pattinson Flying school, St. Elmo, 111. Pattinson said he was impressed with the field while here for the dedication, and asked that information be forwarded him concerning circumstances which would affect his locating a school at the field. Dr. George Thomas Palmer, medical director of the Palmer tuberculosis sanatorium, Springfield, 111., will speak at a two-day institute at Sunnyside sanatorium under auspices of the Indiana Tuberculosis Association Thusrday and Friday. Other speakers include Dr. Alfred Henry of Indianapolis, president of the National Tuberculo6is Association; Dr. E. M. Amos and Dr. H. V. Scarborough, superintendent of Sunnyside. Everson, chief of the war department militia bureau, resigned today, effective Nov. 30, said a dispatch from Washington. He will go to Denver to assume the pastorate of the First Baptist church there.
