EXPANSION SEEN IMPERATIVE TO JAPAN'S FUTURE Crowded Population Now Facing Problem of Starvation. BY WILLIAM PHILIP SIMMS Scripps-Howard Foreign Editor WASHINGTON, 9ept. 25.—Japanese annexation of Manchuria and eastern Mongolia, by peace, if possible, by war, if necessary, is merely a matter of time. Only one thing can stop Japan from eventually taking over this region. That is a decisive defeat on the field of battle, either at the hands of the Chinese, the Russians or a coalition of powers. And the one thing that can prevent bloodshed, sooner or later, over this corner of Asia is a general recognition of what Japan calls her right to make room for her expanding .ace, plus a peaceable agreement af some sort or other enabling her to do so. Here is the case for Japan as explained by Yosuke Matsuoka, former vice-president of the South Manchurian Railway, probably the greatest living Japanese authority on China. Expand or Starve Japan proper has only 172,000 square miles of territory. The single state of Texas has more than that by enough to make three states ! as big as New York, Maryland and Ohio. Four-fifths of the islands are so mountainous that they won’t grow anything but trees. The tillable soil would not cover a state as large as Indiana. Yet Japan must support 65,000,000 people as against Indiana’s 3,000,000. In another generation Japan will number 85,000,000. Unable to grow enough food stuffs to support her population Japan must expand or starve. Unable to produce enough raw materials to supply her industries, she must branch out or see her vital industries go bankrupt. Claim Manchuria But in what direction can Japan expand? There is no unclaimed territory. Korea, annexed from China 20 years ago, is already crowded. Japanese immigration is either limited by foreign powers or altogether barred, as in the United States. Manchuria and adjacent territory, then, seems to be the one possible outlet. Close to Japan proper it has the advantage, also of being easy to defend in the event of war. Besides, in Japanese opinion, they have as much of a claim on Manchuria today as the Chinese. But for them, they assert, Manchuria would now belong to Russia. It was not the Chinese, but the Japanese, who went to war and drove the Russians from the country at a cost to Japan of a billion dollars in gold and 100,000 lives. Whether the Japanese will be satisfied with Manchuria remains to be seen. If she has to fight Russia again, victory would leave not only Manchuria and eastern Mongolia in her hands but the maritime provinces of Siberia—belonging to Russia—as well. REVOLT FLARES IN ZION CITY Cult Heads Quarrel Before 1,000 in Church. By United Pros ZION CITY, HI., Sept. 25.—Open rebellion against the man who contends the world is flat has flared in Zion City with the result Wilbur Voliva has threatened to abolish several municipal jobs. Deacon Theodore Forby, municipal judge in the city where it is a criminal offense to smoke a cigaret or swear in public, led a rebellion Thursday night in the Zion tabernacle. Voliva and Forby disagreed several months ago, after Forby attended meetings of the British Israel cult which Voliva dislikes, Thursday night. They quarreled while a congregation of 1,000 persons listened. The exchange became bitter, with Forby threatening to have Voliva “sent to jail” and Voliva retorting that he would dissolve the municipal court “and maybe some others.” Voliva ended the argument by pronouncing benediction, then called for a vote of confidence. Many voted for him, while many others expressed favor of Forby by not voting.

600 PUT AT ROAD WORK Relief Maintenance Is Started on Several Roads. Six hundred now are being employed on the relief road work of the state highway department, it was announced today by Director John J. Brown. New roads upon which maintenance was begun today are: Roacl 18, from the junction of state Road 43, at Brookston to Delphi, ten miles in White and Carroll counties, and Road 116, from Bluffton to Markle, thirteen miles in Wells and Huntington counties.

LAVAL VISIT TO 0. S. ASSURED; SAILS OCT. 16 French Cabinet Votes to Accept Invitation for Call on Hoover. BY RALPH HEINZEN United Press Staff Correspondent PARIS, Sept. 25.—The cabinet today approved the visit of Premier Pierre Laval to Washington. The premier will sail on the liner Be De France, Oct. 16. Official acceptance of the invitation to visit President Hoover will be handed to United States Ambassador Walter E. Edge today. A visit with German statesmen in Berlin this week will precede the voyage to the United States. The premier will be accompanied to Berlin by Foreign Minister Aristide Briand. The statesmen made it clear that the first visit of this nature to Germany since 1914 would

By United Prcts GENEVA, Sept. 25.—The possibility of a visit by Chancellor Heinrich Bruening of Germany to President Hoover in mid-November, after the visit of the French premier to Washington, was discussed privately among Germany officials attending the league meeting today. Although not yet discussed between Germany and United States representatives, some responsible German officials believed the Wilhelmstrasse would receive an invitation from President Hoover favorably.
