By United Preti NEW YORK, Sept. 18.—DemocMcy “can not function except when it is accompanied by a free and constructive press,” according to President Herbert Hoover. He made his observation in a letter to Adolph Ochs of the New York Times on occasion of the paper’s eightieth birthday. “Any newspaper, great or small, that accurately disseminates information aids in the promotion of good government and in the sound development of the nation,” the President’s letter said.
