BRITAIN READY TO LEAP INTO TARIFF RATTLE Scrap Started by U. S. Now Is Spreading; Back Home With Vengeance. BY WILLIAM PIIILir SIMMS , ScrlnoiiHoward Foreign Editor WASHINGTON, Sept. 17.—The tarifl war set on foot by the United States now threatens to spread to the British empire. Information received here indicates that Britain will almost certainly abandon her traditional policy of free trade within the next few weeks and set up a tariff, not for revenue only, but to bar certain foreign competition as well. A determined effort to extend the Wall around the entire empire, within which preferential treatment on empire products wdfcld be part of the scheme, would almost certainly follow. That these developments would be a blow to American foreign trade is not denied. Approximately half our total export business is with the various members of the British commonwealth of nations. In Danner year's Canada bought nearly a billion dollars worth of American products in a year. Great Britain did the same. Retaliatory Canadian tariffs, however, have seriously cut into this business and doubtless the projected duties in England would do the same. To avoid total or heavy loss of this trade, American concerns have already begun to build branch plants abroad. From reliable Canadian sources it was learned that in recent months the greatest rush in that direction yet recorded has been under way. Word from London indicates that something of the sort is about to happen there. Scores of important American industries have made inquiries at the American Chamber of Commerce there regarding the location of branches, and others are doing so daily. British tariff advocates declare that since the United States has made its rates virtually prohibitive and many other countries have folr lowed suit, Britain has no alternative. By building a tariff wall around Britain, they hope to accomplish five things: Decrease imports, now more than a billion dollars above exports, if “invisible” items are omitted. Increase employment by barring certain foreign competition. Increase trade between the various members of the empire. Increase the government’s revenue. Force American and other foreign concerns to build plants in the British isles and employ British labor.
