BANDIT NABBED BY COPPER AS VICTirSHOUTS Lieut. Troutman Arrives at Alley Scene as Negro Robs Man. Arrival of Lieutenant Leo Troutman on the scene of a robbery in progress in an alley today landed in city prison a Negro police here believe may be an Ohio bandit. Shouts of Finley Young, Negro, 627 Cincinnati street, drew Lieutenant Troutman to the alley in the rear of 117 Norwood street, where Slim Nelson, Negro, 524 Williams street, held Young down in the alley while he robbed him. Young claimed the loss of sl2, which was found in Nelson’s pocket. While police counted the money, Kelson suddenly reached in a pocket, tok out a newspaper clipping and began chewing it up. The fragment police recovered linchewed told of a holdup recently at Cedar Point, 0., but portions of the story describing the bandits were missing. Nelson is charged with robbery and will be held for Investigation of the Ohio robbery. Lieutenant Troutman pointed out that the capture was due probably to the new system of providing a chauffeur for lieutenants, inaugurated by Police Chief Michael Morrissey recently. Having a chauffeur with him allowed Lieuteant Troutman to desert his car and dash into the alley to catch Nelson, he said. PAY CUT PLAN HIT Slash Means Chaos, View of Labor. (Continued From Page 1) Dot belieye retrenchment should be carried to the wage reduction stage, because a ‘‘policy of this kind would result in impaired efficiency, weakened morale and general economic chaos.” Allegations that organizations similar to the Board of Trade, successfully fought the income tax bill in the last legislature also are contained in the letter. Committee members also said they believed it would be advisable to follow the national proposal for short-hour weeks and not reduce per hour wages. “In Indianapolis we believe we have the most efficient police and fire departments that can be found anywhere in the country,” the labor Iliads said. “During the war, if we are correct, pur police and firemen were working for much less than they would have received if working at any other occupation. Now, because they are enjoying the fruits of their labor, the Board of Trade hits upon the idea of reducing these men’s salaries. “Are they going to admit that these men are not worth the amount of money they are being paid? They even go farther and ask for the reduction of pay of school teachers’ salaries. “Are we willing to admit that we have a group of schoolteachers in Indianapolis who are not worth what we are paying them? What couid be more disastrous or provoking to have school teachers who were dissatisfied with the amount of money they were earning? “We presume there are those who .Would say, ‘Let them quit.’ “We likewise draw from the letter the inference that workers have gone to their employers and voluntarily asked them to reduce their pay. “We do not know of anything that would be more ridiculous than this. However, presuming that this is true, the unorganized worker has no one to speak for him, and when the employer informs him that his wages are to be reduced he may just as well accept the verdict, for if he does not, it will mean that he is discharged automatically.’’ ANSWERS TARIFF DARE G. O. P.
