TRADE BUREAU ACTS TD HALT RENT EVICTIONS Explanation of ‘Constable’ Activities Is Demanded of Freeman. CAKLL The Better Business Bureau today took steps to halt collection and eviction activities of horsethief detectives who claim they possess the power of constables. In a letter to Charles W. Freeman, 136 North Delaware street, self-styled constable, officials of the bureau demanded an explanation of a collection account being handled by Freeman. According to the letter, W. H. Plummer, 3512 Nowland avenue, made an oral agreement with Freeman that Freeman would receive 25 per cent of any amount of a bill he collected from an Indianapolis resident. ‘Pocketing’ Charged According to charges laid before the bureau by T. E. Ross, 1407 North Olney street, representing Plummer, Freeman collected $164.39 of the account but Plummer only has received $35.87 as his share. This occurred last December, according to the charge. Additional allegations that persons who answer the phone number given by Freeman tell callers he is not there, also are contained in the statements to the bureau. Instances of this kind already are known to Marion county prosecuting officials who will present allegations of illegal activities on the part of purported constables before the grand jury in September. Threats Withdrawn One of them which has come to the attention of The Times concerned a woman in Speedway City who was renting a house from an Indianapolis real estate company. The rental was $lO, to be paid semimonthly. On July 1 she paid $8 and was told by the agent for the company that she would be permitted to pay sl2 July 15. Because this payment was delayed, due to her illness, she was served, on July 20, with a summons by a constable. When she paid the amount at the real estate office, July 22, the company demanded $2 as a constable’s fee, forcing her to pay it. Taking the matter to a local attorney, she was advised to deduct $2 from the next month's rent. The company refused to accept the full month’s rent with the fee deducted, and it was necessary to appeal to the Indianapolis Real Estate Boat'd before eviction threats were withdrawn. Fees Exorbitant According to the womaiVs statement, real estate firm ’officials threatened her with eviction in twenty-four hours although the law states that five days’ notice must be given. Indianapolis loan company officials also have complained of constables rushing removed goods to storage houses. In these cases, the loan firms have held liens on the merchandise and have been forced to pay exorbitant service and removal fees to regain the property. It is charged that the “constables” are receiving a, “split” of the increased rates charged by the storage companies.

Governor Murray reported that four or five refiners had told him they would have to close almost at once for lack of crude. The Morgan Petroleum Company, which two days ago offered to pay 77 cents a barrel if Murray would reopen the Oklahoma fields, raised its offer to 79 cents. Governor Murray told all who broached the price subject to him that he would discuss $1 a barrel for oil and nothing less. He told refiners to get together and offer that price, and he would open a section of the field to provide for their needs. Governor Sterling said no one had approached him about prices. The Texas house of representatives Wednesday night approved in effect his martial law declaration when it voted down a resolution demanding an explanation of his act.

She is Mrs. Jesse Wakefield, field representative of the International Labor Defense. She has been# in jail two weeks. “Because I gave food to families of miners in jail, distributed literature for their cause and • made speeches in Harlan, I was arrested and placed in jail, under SIO,OOO bond—persecuted to satisfy the coal operators. “I never have advocated crime in any speech nor have I distributed any literature which advocated crime. The sheriff said he would drop the charges against me if I would leave the county, but I can not run away.”
