BLAME CANADA FOR DELAY IN RIVER PROJECT Diplomatic Red Tape Holds Back Dredging of St. Lawrence. BY JOSEPH H. BAIRD L'nitrd Pre* Staff Corre.pondent WASHINGTON, Aug. 20.—The administration places squarely on Canada the responsibility for delay in negotiations for development of the St. Lawrence river waterway and power projects. President Herbert Hoover, according to William R. Castle, acting secretary of state, is anxious to proceed with the deep waterway, which would provide cheap transportation between the grain-growing west and the Atlantic ocean. The state department has told Canada it wants to negotiate the necessary agreement. But, as Castle put it: "For important reasons of its own, the Canadian goverment has not so far been in a position to undertake these negotiations.” This explanatin of the long delay in traversing the diplomatic "red tape” which must be unwound before dredges and steam shovels can start work, was made incidentally in a formal statement concerning the much discussed letter from Governor Franklin D. Roosevelt of New York to Hoover. Roosevelt had been informed that secret negotiations were being conducted between the United States and Canada. He feared New York state’s interests, centering around the water-power phase of the project, would not be protected. Castle replied that no negotiations were under way. As to why he, rather than Hoover, answered Roosevelt’s letter, Castle said: "The President, in referring the Governor’s letter to me, thought that, since this letter was based on a false premise, it would be better than I should informally communicate to the Governor the fact that he had been misinformed, since it was on this misinformation that he had based his letter.’' GRAF ZEP BACK HOME Returns to Friedrichshafen From Cruise to British Isles. Dr. Hugo Eckener, in command, brought the great air liner down at its home port at 6:35 a. m., after an uneventful night flight back from Hanworth air field, England. State Police to Aid U. S. Indiana state police department has accepted proposal of the federal government to make monthly reports on major crimes and thus form a national system of uniform crime reporting, it was announced today by Chief Grover Garrott.
