COUNCIL DOES ! WHITTLING JOB • ON TOW-IN AREA Compromise Measure Will Not Go Into Effect for Three Weeks. Traflic regulation continued to be the topic of the hour in Indianapolis today, following action of city councilmen Monday night in retaining the early morning downtown parking ban, but reducing the area affected as a compromise, more to Boothe the wrath of downtown business rnen. Caucus during refects, lasting more than an hour, produced a compromise measure not favored wholeheartedly by any one councilman. The compromise measure provides for reducing the area banned to parkers from 7 to 9:15 a. m. to the section bounded by Capitol avenue, New York, Delaware and Maryland street, and also provides owners of cars impounded may have court hearing, if they desire. It also provides: A five-minute limit for parking in the banned area to unload passengers with a thirty-minute limit *or commercial cars. Left turns at Massachusetts avenue and Pennsylvania streets. Parking on one side of Delaware fctreet from Twenty-fourth to Thirtieth streets and Washington boule■vard from Twenty-eighth to Thirtieth streets. Establishment of loading zones Wnywhere in the banned area. The amendments will not become effective for about three #veeks, pending advertisement by City Clerk Henry O. Goett. Two councilmen, Clarence I. .Wheatley and Charles C. Morgan, advocated abandoning the 7 to 9:15 e- m. ban, Morgan favoring the suggestion of William A. Boyce Jr., attorney for protesting business men, .that cars parked overtime be impounded. Herbert M. Spencer, assistant, city attorney, said there was doubt as to legality of this plan. 1,000 PINCHED IN STATE AUTO SAFETY DRIVE City Police Join in Smash at Motorists With Faulty Cars. City and stats police drive to reduce traffic hazards in Indiana is bearing fruit, Grover C. Garrott, state ploice chief, and Michael Morrissey, Indianapolis police chief, believe, as the arrest toll of motorists since Monday night mounted well above a thousand. In this city Wednesday night less than fifty were arrested, the majority for driving with improper lights or failure to observe trade signals and peferential street markings. Many of them paid fines ranging from $1 to $5 in municipal courts. Before Municipal Judge William H. SheafTer Wednesday 133 drivers appeared for violations of motor laws. Nine motorists failed to appear in court and their rearrests were ordered. Chief Garrott's men Wednesday night'-continued their drive, which, the chief said, is to end tonight. Each lieutenant covered several cities in his district, his men stopping drivers and giving them tickets requiring service at a garage. The tickets were to be turned, in at the garage and collected later by state policemen.
