Although Amos W. W. Woodcock, prohibition commissioner, minimized the seriousness of his former subordinate's written charges, he admitted that enforcement conditions in northern and western New York are not satisfactory. chiefs, although his Inquiry has not yet been completed. The situation has aroused considerable interest because the locality where Kress operated until he resigned in disgust is the home of William J. Hill, personally selected by President Herbert Hoover as one of his three empire state spokesmen, and of Seymour Lowman, assistant treasury secretary and former dry head. It is in their home towns of Binghamton and Elmira, respectively, that bootleggers have been operating on a large scale without molestation by authorities, according to Kress* affidavits. Woodcock said Kress’ charges were directed chiefly at Lowell D. Smith, deputy administrator for the northern district, but he would not go Into details. against a lack of co-operation in his Investigation of the career of Andrew Horvatt, Indicted bankerbootlegger and refugee from Justice. Horvatt’s bank failed about a year ago, and he has not been heard from since. Horvatt was a prominent member of the community, and Kress is said to have been the only agent to have raided his place in ten years. He was suspended soon after, and another agent who aided him was transferred.
