FOUrE SMASH 'M, RESUMING 'RACKET DRIVE ‘Suit Club’ Lottery Owners ‘Welshed’ on Larger Prizes, Cops Say. An alleged lottery, in which the few chances to win were reduced further, it Is charged, by refusal of operators to pay large prizes, was smashed Monday afternoon as police continued their drive against Indianapolis rackets. Known as the “tailors' pool,” the alleged lottery was operated under the guise of a suit club, members gaining admission by purchase of $1 tickets for forty weeks, entitling them to a cheap suit of clothes and the “privilege” of “playing the alleged lottery. Sergeant Edwin Kruse and squad raided the offices of L. J. Reynolds & Cos., 501-03 Lemcke building, arresting Mitchell Levin, 41, and Robert ZefT, 36, of the Severin, and Edward Kelly, 29, and Irving Goldman, 38, of the Wesley. $ Face Lottery Charge Levin and ZefT, alleged operators, charged with keeping a room lor pool selling and operating, a lottery scheme and gift enterprise. Kelly and Goldman, who are said to have admitted they were salesmen and collectors, were charged with operating a lottery scheme and gift enterprise. According to police, Levin and 2efl admitted operation of the pool, snd said that they did not pay the large prizes. These were supposed to run as high as SSOO for the Saturday grand award and $250 for daily high. More than a month ago The 'l'lmes bared the inner workings of lotteries, pools and rackets in which wage-earners throw away thousands of dollars weekly and stand but a small chance of winning if the pool is conducted “on the square.” Agents “Happen” to Win The Times also revealed that the majority of the priz3 awards are crooked and often operators do not pay or their agents “happen” to hold prize tickets. The suit club guise under which the alleged lottery was operated was supposed to bring returns to ne “members,’’ in that they received part interest in a suit every time they paid for a $1 ticket in the pool. According to police, much of the evidence that resulted in issuance of the search warrant was supplied by a former ticket holder. He is said to have played the pool fourteen weeks, winning sl. Police said the victim told them he had demanded return of his money in the •cuit club," but Levin and Zeff refused to give it to him. Members’ Names Found Records seized in the offices revealed names of hundreds of small wage earners as “members.” Names of 200 persons said to have been awarded small prizes as “bait” in the alleged racket also were included in the records. Ralph Altmeyer, 30, of 435 Centennial street, manager of the Art Deer poolroom, 206 Indiana avenue, was arrested by police Monday afternoon on charges of pool selling and keeping a gaming device. Officers said they found several books of baseball pool tickets.

STATE BANK~TAX LAW TO GET COURT RULING McMasters to Decide Discrimination Charge in Suit. Whether the Indiana taxing law discriminates against national banks will be decided in a ruling next week by William S. McMaster, special judge in superior court four. - Judge McMaster announced this today, following hearing on a suit to enjoin collection of taxes on national bank stock, brought by the Indiana Bankers’ Association. A temporary restraining order how is in effect against county officials to prevent collection of the taxes. '• The bankers’ association started the taxation fight two years ago, charging stock holders in national banks are not permitted to deduct outstanding indebtedness from the assessment levied by the state tax board. Stock holders in other financial Institutions are granted this privilege, the suit charges. SNEAK THIEFJGETS $46 Loots Office of Downtown Firm; Two Women Are Victims. A sneak thief looted the office of the Burtcn-Thomas Advertising Company, 216 Big Four building, Monday afternoon, fleeing with two gurses containing $46. Tire thief, owever, dropped a $5 geld piece in his flight. Mrs. Thelma Burton, 1730 East Twelfth street, said her purse contained $1.40 and Miss Eunice Johnson, 927 Spruce street, said the thief obtained $45 from her pocketbook. RAPS PLATES’ SHIFTING Mayr Works on Plan to Increase Auto License Revenue. Plan to increase revenue on license plates by forcing auto dealers to equip each auto or truck with separate plates was being worked out today by Frank Mayr Jr., secretary of state. Kurfess, Floyd county probation officer, four boys were sentenced in juvenile court here not to see a motion picture show for a year and to report to her weekly. The boys, ranging In age from 8 to 13 years, styled themselves “The Secret Six Gang,” robbed stores of five occasions, taking cigarets, pastry and candy. They said they copied methods they had seen in a gangster movie.

Commission Given Cost Figures at Rate Hike Hearing, By United Pres * WASHINGTON, July 21.—The interstate commerce commission announced that the reproduction cost of the country’s railroads would be $21,581,016,255 at this time. The estimate was made public in an exhibit introduced by the commission in hearings on the railroad petition for a 15 per cent freight rate increase. The exhibit showed that the original cost of ali railroads was $22,092,107,613. Original Cost Cited A year ago, the railroads property would have cost $22,269,536,110, according to the commission's bureau of valuation, which presented the statistics. The exhibit was introduced for the information of all concerned in the hearings and showed that present spot prices were so low that the railroads could be reproduced at the present time for less than the original cost. Spot prices of 1930 were such that it would have cost nearly $200,000,000 more than they cost originally to reproduce the roads. The original cost of the railroads was given by districts as follows: Eastern, $9,274,120,675; southern, $3,989,924,104; western, $8,828,062,839. Point to Reproduction The reproduction costs less depreciation based on spot prices of 1931 are: Eastern, $9,140,510,486; southern, $3,663,154,615; western, SB,777,351,151. The reproductions costs by districts for 1930, less depreciation, are: Eastern, $9,432,273,852; southern, $3,776,275,804; western, $9,060,986,424. The reproduction new cost, based on 1931 spot prices, was $27,189,657,479 for all districts and all classes of roads. The 1930 reproduction new cost for all districts and all classes of railroads was $28,056,475,952. Defend Rate Boost C. E. Hockstedtler, traffic director of the Chicago Association of Commerce, testified that his organization was supporting “a reasonable increase in freight rates.” Donald Moore, traffic manager of the Pittsburgh Chamber of Commerce, testified that his organization supported the railroads’ petition in the belief that “an upward trend in railroad revenues would stimulate a like action in business generally and aid in restoring prosperity.” Moore said the carriers “have about reached the limit in reducing operating expenses outside of a reduction in wages of railway employes, which should be done only as a last resort.” FIRE CISTERNS ARE~ ORDERED ABANDONED I Upkeep Exceeds Their Value, Board of Safety Is Told. Horses long ago left the service of the city fire department and today the safety board Ordered fiftyfive old cisterns be abandoned. Since the age of motored apparatus with pumping equipment, the old cisterns, dug in the days when water works failed now and then, have been used but little. Only two instances of their use have been recorded in the last four years. The cisterns were dug on private property in various sections of the city. Maintained by the city they were used as emergency water supply sources. Chief Harry Voshell today told the board the cost of upkeep now far exceeds their value to the department. INJURED SWIMMER - DIES Youth Succumbs to Broken Neck After Dive in Shallow Water. By United Press BALTIMORE, Md., July 21.—A thirty-six-hour fight against death, 1 waged by a Portsmouth tVa.) youth at South Baltimore general hospi- ■ tal, ended Monday night when James Rich, who broke his neck in a dive into shallow water at Fort Smallwood Sunday, succumbed to : his injuries. Rich dived into about two feet of water from the park pier, burying i his head in the sand. He was dragged to the shore by another swimmer and brought to the hospii tal here. MAYOR RECEPTION HEAD Sullivan Accepts Chairmanship of Industrial Committee. Mayor Reginald H.
