RAILROADS' LOW REVENUES LAID TO COMPETITION (Trucks, Planes, Pipelines, Waterways to Blame, Commission Told. BY H O THOMPSON United Pres* Staff Correspondent WASHINGTON, July 20 —Competition of motor trucks. pipelines. Waterways and airplanes has been largely responsible for the present financial plight of the railroads, the interstate commerce commission was told today. Fairman Dick. New York investment banker and a director in the Milwaukee and the Boston & Maine Railroads testified at the hearing on Hhe railroads’ petition for a 15 per cent rate increase under questioning by Commissioner Joseph Eastman that the competition had had an important effect in undermining public confidence in railroads as a form of investment. Eastman took up the questioning of Dick after the week-end recess. Dick began his testimony Saturday on the fourth day of the commission's hearings. Refers to Bonus ' "You are asking for more money,” Eastman said to Dick. "The government Just has given the veterans more than $300,000,000 Preferring to the veterans’ loan bill). "Did that. Jaelp revive provsperlty?” "I don’t think it did,” Dick answered "But I got mine.” Eastman recalled Dick’s statement tof last that railroad securJtos in 1906 were regarded as a profitable form of investment. "Our records show,” Eastman fcaid, "that railroad stock in 1906 paid interest of 4.01 and in 1930, when you say you began to have grave fears for the railroad situation, railroad stock paid, 6.13 per tent.” Hopes Dwindled Last Fall Dick answered that the fears of 5930 w'ere based on realization that he depression would last longer than at first, believed "There was a feeling of confluence among railroad people in the spring of 1930” Dick said. "The railroad people seemed to think things kvould be better. But a general feeling of fear became manifest in the ttutumn, along about October.” After expressing the opinion that public utilities whose securities Dick compared with railroad bonds, •’usually feel the effect of depressions much less than railroads” Eastman turned to the question of (railroad competition. Economy "Slow Cure”. "Is it not true,” he asked, “that decreased confidence has been caused by motor truck, pipe line and .water ways competition?” "That undoubtedly has had a large effect,” the witness replied. "Then it is your contention that the government must increase rates or regulate your competitors ” Eastplan continued, i Dick replied in the affirmative. "Don’t you see any way of working out the situation by effecting economies of operations?” “We might muddle through. Maintaining its pace of a convention a day. Indianapolis was visited by 42,724 persons from all over the continent during the first six months of 1931, the convention bureau of the Chamber of Commerce lias announced. This attendance represents an infcrease of 3.032 over the first six months of 1929 when business was booming, it was pointed out by Henry T. Davis, manager of the buvau. NABBED IN BUBGLARY Kentucky Man Found Near Poolroom Smashing Gum Machine. Police today held George Camel, 25. of Middlesboro, Ky., on burglary charges after they said he admitted breaking into a poolroom at 1542 North Illinois street operated by Nick Demetroff. Camel was found Sunday night rear the poolroom as he was smashing a gum machine, police said. Cigars and S3O also were found in his possession, they reported. HOME BREW IS SEIZED Throe Persons Are Held on Blind Tifer Charges by Police. Deputy sheriffs confiscated 969 quarts of home brew and arrested three persons on blind tiger charges in suburban raids over the weekend Those under arrest are: Mrs. Nora Stobaugh, 4552 Rockville road; William J. BLACKTOP COST MYSTERY YET MAYBESOLVED Federal Highway Expert May Bare Some of State Prices. Black mystery shrouding blacktop construction costs to the state highway department may be dissipated somewhat as the result of a visit here today of George G. Clark, senior highway economist of the federal roads bureau. More than a year ago Clark came here and aided the state highway commission in installing an up-to-date and costly bookkeeping system, which was advertised as being so efficient that any one could find out what things cost the department at any time. Ralph Simpson was put in charge of the system and given the title of chief clerk. And Simpson has made it work, except in the matter of blacktop construction which still remains in the hands of A. H. Hinkle, maintenance superintendent. Rulipg Is “Ignored” Hinkle continues to handle blacktop construction despite a two-year-old ruling of jhe attorney-general that all construction must be done under supervision of the construction division, of which William J. Titus is chief engineer. Just how much blacktop construction costs and how much is done by the department is Hinkle’s personal business, it seems. The figures never have been made available to Simpson, despite the commission’s promise that his function is to have all the facts in figure form. Concrete boosters charge that Hinkle puts stone on roads as "maintenance,” and actually prepares them for blacktop in the future. Refuses to Comment In blacktop contracts, let to road contractors, there Is a clause in the Hinkle specifications whereby his department builds the berms and does much of the work done by the contractor when roads are built of other materials. ' /Clark refused to comment to newspaper men, but it was learned that renewed effort may be made to make blacktop construction costs less mysterious Hinkle blacktop specifications have been turned down for federal aid. MAYOR WRITES WALKER Sullivan’s Letter to Gotham Executive to Be Fut on Plane. The first night air mail through Indianapolis on the transcontinental route will carry a letter from Mayor Reginald H. Sullivan to Mayor James J. Walker, of New York. Miss Gertrude Murphy, secretary and stenographer in the mayor’s office, will hand the letter personally to the pilot at municipal airport tonight when the T. & W. A plane lands there to pick up the Indianapolis mail.
