BY ELMER C. WALZER United Tress Financial F.ditor NEW YORK, July 17.—Prices faHed to make headway on the upaide in the morning trading today on the New York Stock Exchange. Dealings turned dull after an active, firm opening and rise in early trading. Prices fell back from the highs and around noon were holding close to the previous closing levels. The German situation took a turn for the worse in the eyes of Wall Street observers in that prance was making overtures for stringent terms 1 for a German loan. Earlier in the day it was reported the French had planned more lenient attitude on the loan question. Selling in London . This turn brought selling into the J London market, but it came too late I to affect the market to any extent,; and prices generally closed higher., The Parts market, which closed' earlier, showed substantial gains. Around noon United States Steel here was at 95 %, up \n. It had touched 96% in the early trading. Allied Chemical was at 11814, off j y\ Radio 18%, up Vs; Case 74, up General Electric 41%, up %; Loew’s 43%, off %; American Can 104%, up 14; National Biscuit 58%; Westinghou.se Electric 67. up 114, and Gillette 22, up 2 points. . Rails Unchanged Utilities were making the best showing of any group on the exchange. At noon they were holding gains ranging to more than a point. American Telephone was at 176%, up 1%; Consolidated Gas 93%, up I V* ; North American 69%, up 1%; International Telephone 32, up %, and American and Foreign Power 30, up %. Railroad shares were about unchanged. Coppers settled back toward the previous close and oils held small gains. Cotton futures followed the stock market, losing all early gains and holding around the previous close. Stock and commodity markets were awaiting more definite action on the German question to come out. in conferences over the weekend

The bulk, 140 to 300 pounds, sold for |6.75 to $8.15; early top, $8.75. Receipts were estimated at 4,500; holdovers were 578. Slaughter classes were dull with a weak undertone in the cattle market. Receipts were 400. Vealers held steady at $7.50 down. Receipts were 600. Sheep \vere steady to 25 cents up, the bulk selling at $7 to $8.50. Some held higher. Receipts were 1,500. Chicago hog market opened active to shippers on weights below 225 pounds, and mostly 10 to 15 cents higher than Thursday’s average. RAINYILLE ’ United Press Staff Correspondent CHICAGO, July 17.—Hedging pressure and weakness at Liverpool combined to depress wheat prices on the Board of Trade today and the close was sharply lower. Thera was a lack of the aggressive buying that characterized Thursday’s trade and the session was comparatively slow. A change In the weather situation with prospect* for cooler temperatures over most of the corn belt carried prices down almost 2 cents at one time. Oats followed corn lower. There was a small rally at the close but prices failed to recover the early losses in any pit. Close Is Weak At the close wheat was T 4 to H cent lower, corn was 1H to 2% cents lower, and oats were % cent down, Provisions were steady to strong. Liverpool continued weak and closed T 4 to % cent lower. The northwest was clear and hot and lacked moisture despite some rains overnight. The forecast is for thunder showers. Cash prices were unchanged to % cent lower. Receipts were 602 cars. The forecast for cooler weather and some scattered showers over the belt brought pressure on com during the morning and prices fell a full 1% to I*4 cent by midsession with December leading the way down. There was little disposition to rally early. Commission houses took December on the decline and cash interests sold July. Heat Damages Com Temperatures well above 100 degrees were reported in many sections of the belt and the situation is such that severe damage might ensue if the heat continues and rain is not forthcoming. Cash prices were unchanged to % cent lower. Receipts were 95 cars. Oats lost a fraction at the start and followed com down to show a loss of % cent to % cent at midmorning.
