SECOND BITING POLITICAL BOOK FLAILS HOOVER ‘Merry-Go-Round* Issued Only Day After Caustic ‘Mirrors of ’32,’ By t. nitrd Press WASHINGTON, July 14—The capital was regaled today with a second anonymous and biting portrayal of its leading personages. Only a day after publication of ‘•The Mirrors of 1932,” which dissected potential presidential candidates, the firm of Horace Liverright today brought out "The Washington Merry-Go-Round.” It is a caustic volume that takes its readers on a swift whirl -through Washington political and social life, recounting much gossip on the way. Its unnamed author stops here and there for detailed analyses of some figures. Others he darts at with the rapier thrust of a pointed anecdote. Herbert Hoover might have remained a hero if he had not been elected President, the writer says. ‘‘Before the ruthless realities and the merciless tests of that office his fundamental inadequacy of characacter undid him and he stands today stripped of all his carefully conjured glories,” it is asserted. Has Petty Temper "Perhaps the most important answer to Herbert Hoover’s failure is the fact that deeply ingrained in his make-up are two unfortunate characteristics, fear and vacillation, which, coupled with a petty personal temper, sorely try even his most ..loyal friends.” The author declares the war-debt holiday plan was "put over on Herbert Hoover through the combined efforts of Charles G. Dawes, Dwight W. Morrow and Andrew W. Mellon, plus a dozen New York bankers who clamored at him in person and by long-distance phone for a month. Finally, his confidence restored by a trip to the hospitable middle west, Mr. Hoover adopted the plan and never was more surprised in his life when it was heralded as his master stroke.” Many stories are related about other characters. The reader is told for instance: That Mrs. Stimson complained to ti friend that Mr. Hoover was a “slave driver.” Gives Bids to Children That Representative Fiorella La Guardia of New York gives his White House invitations to friends’ children as souvenirs. That Mrs. Dolly Ganns husband telephoned newspapers to deny that he was "meek” or "mild.” That the wife of an administration official smokes a pipe. That Trubee Davison, assistant secretary of war, hid himself in a mail sack and interrupted a tete-a-tete, but nearly suffocated when the lock on the sack closed and friends were slow in releasing him. The state department letters critical of Mexico were somehow intercepted—and returned to the department by the Mexican ambassador.
