FRANCE TO OPEN ONE-MAN RACE FOR PRESIDENCY Maryland Ex-Senator to Conduct Campaign on ‘Front Porch/ BT RAY TUCKER Time* Staff Correspondent WASHINGTON, July 10.—On a platform attacking the Hoover administration’s attitude on prohibition. power, farm relief and foreign affairs, ex-Senator Joseph I. France of Maryland, will formally launch his one-man, front-porch campaign for the Republican presidential nomination with an address to be delivered at his home in Port Deposit, Md., Saturday. The former senator announced that he would make a fight for Maryland’s convention delegates some time ago, and next Saturday he will tell why he opposes the renomination of Hoover. He will advocate repeal of the eighteenth amendment, a more extensive farm relief program, co-operation with Europe and Russia, but opposition to the world court and stricter provision for regulation of water power, lias G. O. P. Following Chief significance in the move lies in the fact that France says he has received encouragement from numerous Republicans to oppose the present administration. Although he did not mention Hoover by name in his original announcement, France indicated that he opposed the administration’s attitude on numerous important issues, especially prohibition. “The eighteenth amendment,” he says, “is an important issue, but it involves two paramount issues: First, shall we elect to the presidency any man who can condone such a terrific blow struck at the very roots of constitutional government? Second, shall the people elect to the presidency at this critical time any man who has lacked the candor and courage to state boldly and clearly where he stands upon this and every important issue of vital concern to the American people?” Opposes “Time'’ Cure He opposer recognition of Russia without adequate guarantees that the Soviet will discharge the financial obligations of the czarist regime, but he believes there should be discussions with Russia if only because that nation constitutes “the major factor in the problem of reconstruction.” He agrees with Hoover in opposition to government ownership, but he charges that some administration policies have plunged government into competition with private Industry. He also opposes the suggestion of the President in his Indianapolis address that most of the present-day problems can be cured by “time.” “Some political leaders,” he says, "viewing these evils as the essential and ultimate factors, temporize and delay, trusting to the curative processes of time. But the passing years brings scant relief. Opportunities seek to meet each pressing emergency with measures of expediency. These all prove futile,” he said. POLO TO START IN Clff POOLS Events for July, August Are Announced. Water polo will be introduced into the municipal pools next week, it was announced by Robert Goodwin, director of swimming in the city recreation department, today. Goodwin will have charge of the organization with Francis T. Hodges, Indianapolis Red Cross life saving supervisor, of six teams, one at each beach and polo games will be played afternoons and nights.
