This !■ the sixth of a series of exclusive stories on how the (overnment finally trapped A1 Capone and his cohorts in crime. In Tuesday’s article the trail that led up to Ralph Capone's capture waa described. BY ROBERT TALLEY SEA Service Writer tCopvrlKht. 1831, by NEA Service. Inc.) CHICAGO, July 2.—Facing a blank wall! That was where the United States’ secret service had landed in tracking down Ralph Capone, brother of Al. The banks had opened their accounts to the agents. They could do no more. Ralph had covered his trail carefully. But this didn’t stump the investigators. By tediously checking the amounts of withdrawals and comparing these amounts with simultaneous deposits to other accounts and finding people who got various checks, the investigators finally tied Ralph to every one of six accounts. Traced All Checks The government then produced witnesses who testified that Ralph signed checks by these various aliases in their presence. Moreover, hand writing experts identified the various signature cards as having been signed by the same man. Turning next to the deposits made to these accounts, the agents traced these checks back to saloon keepers who had bought beer from Ralph. For six weeks six men did nothing else but trace thousands of old checks. Bales of dusty remittance sheets and other bank records, long stored in warehouses, were taken out and scanned. Got What They Wanted In the end, they got what they wanted. The trail of the Ralph Capone checks led to Jack Guzik’s accounts in other Chicago banks—accounts that represented yearly transactions running into hundreds of thousands of dollars. Gangdom was being linked together. Guzik, trying to be shrewd, had turned in his money and bought cashier’s checks, but he was too dumb to know that cashier’s checks leave the clearest trail of all. The trail led next to the accounts of Sam Guzik, Jack's brother. Sam was hiding behind aliases, too, and dabbling with various brokerage houses, but again tfre careful checking of accounts nailed its man. Sam pleaded guilty. He Chose Prison On an op the trial led to Frank, Nitti and his transactions, as it was eventually ascertained, of $700,000 to SBOO,OOO in two years. But Nitti had a different system; he didn’t deposit the checks he collected, but would merely leave them at the bank to be cleared, call back again after they had been cleared and get the cash. It looked like Nitti hadn’t left much, of a trail. But investigators who had been trained as expert accountants knew better. They knew that every bank keeps a record of “out clearings, showing where checks sent to. it for collection went when they went home. Tedious tracing followed these checks back to the alcohol buyers and others whence they came. Nitti soon found it advisable to enter a plea of guilty and take eighteen months in Leavenworth, where he now is. Right to ‘Big Fellow’ On and on the trail led, through a maze of bank records. Weeks and months had gone by since the government agents had stumbled on that first SSOO slot machine check that led Its devious path to Ralph Capone, otherwise “James Carson,” but always the object was the same. Py U,tiled Press CHARLOTTESVILLE, Va., July 2. —Moral forces are the most important factor in prohibition enforcement, Colonel Amos W. W. Woodcock, federal prohibition director, told the University of Virginia institute of public affairs today. Woodcock outlined the usual course by which a prohibition violator is brought to punishment, and said he saw no reason for any sweeping changes in federal procedure. “What is necesssary in this country for better law enforcement,” he said, “is clear realization of what the investigator and the courts can do and \vhat>must be left to the moral forces. The latter, in my judgment, are far more important. There are no limits to what can be done by education. “As to the investigators and the th e , ought, to be more efficient.
