By LOWELL NUSSBAUM While the delegation of American mayors which Just has returned from a five weeks trip to France, was greeted with proverbial French hospitality, all the city heads returned unkissed by French generals and officials. “On the trip across the Atlantic, some of the mayors were apprehensive lest they receive one of those cheek to check salutes which caused so many American doughboys to regret deeds of valor that brought French medals,” said E. Kirk McKinney, works board president, who represented Mayor Reginald H. Sullivan on the trip. “However, our hosts refrained from this common form of salutation, except for one or two young girls, who were in our party. Opinion Was Changed “The French really were hospitable, though. Everywhere wc went we were greeted with large crowds shouting “Vive America,” French and American flags and bunting adorning our path. ‘ Everything possible which would add to our comfort was done. “My opinion of France was changed greatly by this trip, for we saw a side of the country that the average tourist misses. “Away from the bright lights of Paris, we found, the French to be a sober, industrious people. The average tourist goes to Paris to take in the gayer resorts, but the American mayors and representatives of mayors were not encouraged to pay too much attention to this phase. Democracy Is Noted “We even were requested not to visit gambling resorts in order that we not lose any money while in France. “Democracy of the French people was noticeable everywhere we went. “The French are much more democratic than we here in America. The country has no class distinction, except for officials and police, to whom the public enjoys showing respect. “Every one speaks to any one they may meet, even taxicab drivers, restaurant waiters and chambermaids starting a friendly conversation. “They all greet you like a long lost brother, no matter where you meet. Hint at Tariff “I think every one making the trip was convinced that the P’rench are not militaristic. The impresson I gained is that they fear war and don’t want it. “All they wish, it seems, is to be let alone. However, they are extremely patriotic and ready to fight to protect their nation and its institutions. Their attitude might be summed up by the phrase: 'Willing to defend, but not to offend.' “The French courteously refrained from any mention of war debts to any of the party. However, some of “he French speakers did make veiled reference to the high American tariff, referring to that ‘future date when the nations of the world will remove all barriers to closer relationship between nations.' ” PARIS TO_HONOR U. S. Independence of America to Be Celebrated -in French Capital. It 1/ United Press PARIS, June 30. —The Independence of the United States is among the historic American events which will be celebrated by Paris society during the second American nations week ceremonies under way today. The celebration Saturday will honor the independence of the United States and will start with a pilgrimage to the tomb of Lafayette.

SPAIN GOES RADICAL Swings Sharply to Left in New Constitution. By United Press MADRID, June 30.—An extremely liberal, if not definitely radical, foundation for the republic in Spain is envisaged today by the leaders of the new era, a draft of the proposed constitution just completed indicates. The draft, to be the basis for the constitutional assembly action next month, was finished Monday night. It provides, among other radical steps, for separation of church and state, a move already anticipated. The jurists engaged in preparing it swung sharply to the left in their provisions, in line with the tendency of the new republic. GRANADA, Spain, June 30. — Strikers and police clashed Monday night in sharp street fighting growing out of increasing disorders. Eleven were injured.

Key today faced a demand by 1,000 Atlantans for his resignation after a dry rally here in which the recent tour of France by American mayors was attacked as “conceivably subsidized indirectly by | the Association Against Prohibition, j Dr. Mary Harris Armor, interna- j tionally known Women’s Christian Temperance Union leader, and former Congressman William D. Up- | shaw, both of Georgia, demanded that Mayor Key divulge “whether the French government or ‘the world liquor interest paid the bill” for the good will tour. The rally was organized by dry leaders in Georgia as an answer to Mayor Key’s denunciation of prohibition in the United States. After leaders denounced Key as “a traitor” and his “words and deeds” as “those of a coward,” those attending indicated their desire that he should resign. HOOVER LIKELY TO VIEW SOVIET 6ANTOOSTERN Softening of Forced Labor Embargo Is Expected; Sumatra Affected. By United Press WASHINGTON, June 30.—1 t was believed likely today that President Hoover will insist upon modification of the customs bureau's proposed embargo on all imports from Soviet Russia. The intention of customs officials is to exclude Russian products on the ground that all labor in the Soviet states is "forced or indentured.” Goods produced by such labor are barred under tariff law provisions, which become effective Jan. 1. Since this plan was revealed, the wisdom of such a broad interpretation of the law has been questioned in high governmental quarters.

He mentioned particularly lumber and pulpwood. about which there has been much controversy. Products which do not compete with domestic goods probably will not suffer much. Smoot said. He thought most Russian manufactured goods would be excluded. Russia will not be the only country affected by the new provisions. Tobacco from Sumatra, where forced labor is reported to be used on plantations, might also be banned. ■ Former Ambassador Is Dead By United Press ' HAMBURG. Germany, June 30. Friedrich Sthamer, former German ambassador to Great Britain, died of heart trouble today. He retired from the diplomatic service last October.
