MACHINES ARE VITAL PROBLEM IN JOBJRISIS Secretary Doak’s Special Committee Seeks to Find Solution. BY THOMAS L. STOKES Cnlted Pr— Staff Correspondent WASHINGTON, May 21.—1n tackling the problem of “technological unemployment,” or displacement of men by machines, Secretary of Labor William N. Doak’s special committee of experts and economists are seeking a way out of a dilemma that vitally affects the general problem of unemployment. Even when prosperity returns in its full flush, there still will be a percentage of unemployment because man have been pushed out of Jobs by machines, either machines that take away Jobs formerly done by hand, or machines that require less men to operate. Study Is Begun The problem was gone into rather thoroughly after the 1921 depression by a special committee appointed by President Herbert Hoover, then secretary of commerce, but the return of prosperity submerged the Issue. The Doak committee has instituted anew study and expects to have a preliminary report by Nov. 1, and a final report before the end of the next fiscal year. The bureau of labor statistics, in co-operation with other government agencies, will conduct the study for the committee. Suggest Various Remedies The Hoover committee, in a report which came out just before the present depression began, was inclined to the view that technological unemployment, so-caUed, would be remedied by the many new services of the modem era. The experts thought that surplus labor thrown out of work by machines would be absorbed in such new industries as radio, motion pictures, automobiles and associated lines. This, it is generally agreed, is partly a remedy, but economists now believe generally that it will not be sufficient. Several other remedies have been suggested, including a shortening of the work day and work week as a means of spreading out employment.

Methods of Indiana’s state tax board and state highway commission are being copied by other states as models fßr the country, Governor Harry G. Leslie told Associated Press members at their annual state meeting at the Claypool Wednesday. “There is less graft in this state than you will ever know until you make a comparison,” he said. The highway commission is performing “the kind of service that money can not buy,” Governor Leslie declared. He urged the journalists to point out grafters in the government and he would get them. Utility Petitions for Stock Sale Bloomington Water Company petitioned the public service commission to sell the city of Bloomington SIIO,OOO in common stock, the money to be used for construction of a reservoir, mains and other improvements.

By United Preea CHICAGO, May 21.—While awaiting a decision as to whether he shall be extradited to England on charges of swindling, John (Jake the Barber'; Factor was called today by the American government to explain why he had paid no income tax on at least $500,000 it is said he had made on the stock market. Madden, chief of the intelligence unit of the department of internal revenue, to discuss the income tax matter. The man who quit cutting hair here at 15 cents a head to gain an international reputation as a dealer in millions, said that “practically all’ ’the things printed about him were untrue.
