REJECT BIDS ON STONEHIGHWAY Rogers' Fraud Trial Basis for Readvertising. Director Richard Lieber of the state conservation department announced today that all bids for stone for the Brown county state park road have been rejected and he will readvertise the project. On bids formerly received, Ralph Rogers, Bloomington stone contractor, then on trial for conspiracy to cheat the state highway department on stone contracts, was low. Rogers bid was about $3,000 below the next bidder on about $20,000 worth of stone, Lieber pointed. But when Rogers took the stand to defend himself and pointed to huge highway department purchases made since his indictment and then said the conservation department contract was also signed, Lieber called a halt. He showed Attorney-Gen-eral James M. Ogden, whose office was prosecuting the Rogers’ case, that the contract had never been signed by him. Last week the jurymen failed to agree in the Rogers' case. Ogden announced today it will be retried. After securing opinions in the matter from Ogden and the state board of accounts, Lieber decided to readvertise rather than aw r ard Rogers the stone contract.
