HAWES URGES ■ LIBERTY TEST FORFILIPINOS ‘Let’s Find Out !f They’re Sincere About It,’ Says Missourian. By Bvrippt-Howard Newspaper Alliance WASHINGTON, May I.—“ The important thing is to determine whether the Filipinos’ really want independence and are sincere about it, I expect to spend from six weeks to two months in the Philippine islands trying to determine the facts.” So says Senator Harry B. Hawes of Missouri of his forthcoming trip to the Philippines. Hawes has pending in the senate a bill granting independence to the Filipinos if, at the end of a five-year experiment in self-government, they vote for independence. He will report his findings next falL Stripped of Official Aspect His trip is being stripped of all official aspects and he plans, as fax as possible, to avoid chaperonage by organizations and political parties for or against independence. "The plebiscite feature of the bill which Senator Bronson Cutting of New Mexico and myself are sponsoring can not be minimized,” Senator Hawes said. “It is fair to the Filipinos and it is fair to the United States. ‘ It provides in effect a five-year period for the Filipinos to experience all of the benefits and liabilities of self-government, including the operating of a tariff on their imports and a tariff against their exports to the United States, their chief customer. Dining these five years the Philippine islands will be an independent nation to all intents and purposes. Can Vote for Freedom “If at the end of five years the majority of the voters find that their homeland is in a position to take its place among the nations and be self-sustaining they can vote for independence. "But, at the end of this period, if it develops that the islands need the continued aid and guidance of the United States the people can vote down independence and the Philippines are returned to the existing status. “Thus the opportunity is given to the Filipinos themselves to say yes or no.” . Homrighausen is pastor. OHIO STATE STARTS STUDENT LOAN FUND Deserving Upperclassmen Enabled to Complete Education. By United Press COLUMBUS, 0., May •1. The Ohio State Student Loan Foundation, Inc., has been established at Ohio State university for the pur,pose of encouraging and administering gifts from alumni in helping 'deserving students through loans. No general solicitation will be made, but $5,000 already has been pledged and more than SI,OOO actually received. Loans will be made to deserving upper classmen to enable them to complete their educations. The loans will be made on a business basis in that notes will be taken, a low rate of interest charged and the loans will be repayable over a definite period of time. GOBS DON’T LIKE GOATS U. S. Navy Asks Island's Named Be Changed “Right Quick.” SAN FRANCISCO, May I. The United States navy, preferring the name of a fragrant trailing vine to that of a goat, took a hand today and asked cartographers to change the name of Goat Island. San Francisco bay naval base, to Yerba Buena. Although konwn as Yerba Buena among the San Franciscans with a sense of the fitness of things, the official name still is Goat Island, according to Rear Admiral W. C. Cole, commandant. There was no raid, only a line of officers questioning all comers. “Where are you going?” one prospective patron was asked. “I’m going to congress.” "What’s you name?” “Andrew Volstead. Didn’t you recognize me?” Asked who issued the picketing order, Lientenant Frank Varney of the First precinct said: "Listen—I’m only a small spot in this department. I was given my instructions. OREGON CHIEF KEEPS PLEDGES TO HIS VOTERS Governor Meier Goes Right to Work to Carry Out Promises. By Scripps-Howard Newspaper Alliance SALEM, Ore., May 1.—Of all the new Governors elected last November in the wave of discontent which swept the country, Governor Julius L. Meier of Oregon probably can claim- credit for quickest fulfillment of campaign pledges. Less than three months after he assumed office, the things promised in his platform and in his inaugural message had been trans-

muted. almost without exception, from promises into laws. Meier campaigned on a pledge to abolish the state public service commission and substitute a different form of utility regulation. The commission has been abolished and a new one-man department of public utilities has been created. Meier promised conservation of the state's water power resources and the result is a law modeled on the federal water power act, which gives a state hydro-electric commission authority to license power projects, with preference given municipalities and recapture rights reserved for them. The commission is charged with the duty of checking accounts and regulating rates and security issues. The department store executive saw in the business of the state need for careful pruning of expenditures and consolidation of activities where duplication existed. So Meier recommended, and the legislature enacted, a law creating an Oregon department of state police to take over the work of enforcing all traffic, fish and game,
prohibition, and forestry laws which had been done by scattered bureaus. Governor Meier took the lead also in organization of a state department of agriculture to merge all agricultural, horticultural, and livestock activities under one director. Altogether. Meier expects these measures to save his state something like a million dollars every two years, and that is a considerable sum for a state with less than a million population and only one large city. At the same time he is confident law enforcement will be improved, and to make sure of it, has induced General Smedley Butler to help organize Oregon’s state police. HUGE DIAMOND IN U. S. FIGHT ADVANCE OF CORN BORER 1,500 U. S. Agents to Be on Guard This Year. By Scripps-Howard Newspaper Alliance WASHINGTON, May 1.—Field heaquarters of the government forces resisting the slow but relentless march of the European corn borer have been moved 130 miles farther south—from Toledo to Springfield, O. Fifteen hundred federal inspectors will enforce the quarantine regulations this year and these will be aided by state officials in all infested states. The farthest point westward reached by the borer is in Indiana, fifty miles east of the Illinois line. Southward it is just reaching across the Ohio river into West Virginia and Kentucky.
