During the second week of the city’s cleanup and paintup campaign thirty thousand school children will study pamphlets provided by the health board with instructions on ridding the city of unsightly and disease breeding places. RUSSIA ORDERS ALL SEAMEN 10 TRANSPORT AID Soviet Chiefs Make Effort to Solve Weakness in 5-Year Plan. By United Press MOSCOW, April 7.— Mobilization of all sea and river transport workers in the Soviet Union was begun today in a desperate effort to meet one of the outstanding difficulties of the five-year industrialization plan—a deadly weakness in transportation facilities. Alrealy having mobilized all railroad workers under threat of drastic penalty, the commissariat | of labor and the seamen's union joined in issuing a decree which summoned all persons who have worked on the sea or rivers in the last ten years and all graduates of water transport schools in the last five years to report lor sea duty within five days. The decree, which placed virtually j all transport systems in Russia on j a war-time basis with serious penalties for “man failure,” sa- j botage or negligence, emphasized the weakness of the transportation j system. The system has been particularly j weak in northern rivers, which are navigable only from May to August. The southern rivers are navigable for several months longer. Industrial development under the five-year plan has leaped far ahead j of transportation facilities, so that j requirements for freight and river * transport is 71,000,000 metric tons above the demand in 1930, or 94 per cent. j The decree applies to all phases of j merchant marine, including the workers in repair shops, stevedores and ethers. All water workers were subject toj ! terms of the decree unless they are j I serving in the army or navy or han- : idling freight elsewhere. The mobi- j ; lized men will be guaranteed trav- j | eling expenses and the right to j : maintain their homes in any part of! i the nation to which they may be | transported.
