GUNMAN ROBS COUPLE; THEN THREATENS GIRL Kidnaper-Bandit Appears Again on Suburban Roads of City. Restive many months. Indianapolis’ kidnaper-bandit appeared on suburban roads early today and threatened to carry off the girl companion of a man he held up and robbed. When F. L. Jasper, 4217 Carrollton avenue, although he was unarmed, dared the bandit to touch the girl, the gunman whirled around and fled. He accosted the couple parked on East Forty-sixth street near the old Stoughton Fletcher estate, and took $1 from Jasper. Late Wednesday night two men held up a Harbison pharmacy at sixteenth and Alabama streets and fook $75 from the cash register. An hour before two bandits had robbed the Roy Lageman pharmacy, State and Southeastern avenues, of S4O Police believe the same men held up both places. Another bandit pair walked into the Frank Cross grocery, 2003 Bellefontalne street, early today, and with guns forced Cross to hand over $l5O. Called by William Lincoln, 3109 Grace land avenue, who saw two men acting strangely in the rear of his home, radio patrolmen Hoagland and De Vault arrived to see the men driving away with Lincoln's auto. They opened fire with pistols and a shotgun, and believe they wounded one man, but both escaped. NEW HEAD NAMED FOR U. S. OFFICERS HERE Detroit Man has been in Charge of Office Several Months. John I. Wilson. Detroit, has been appointed chief of United States special agents in charge of prohibition enforcement here, and Bennet F. Hargrove Jr., his predecessor, has been transferred to the Sit. Louis office of the Kansas City division. Appointment of Wilson, who has been stationed here for several months, was made by Major W. L. Ray, chief of the special agents division which includes Indianapolis, Cincinnati, Cleveland and Detroit. Hargrove has been in charge of the Indianapolis office for one year and aided in the government’s prosecution of the Indianapolis police conspiracy cases. TRUSTEE OF CLOSED CITY BANK IS SUED Enforcement of Agreement With Washington Firm Asked. Appointment of anew trustee to enforce a trust agreement with the defunct Washington Bank and Trust Company, involving the sale of $500,000 preferred stock for the Manhattan Realty Company, is asked in a suit filed In probate court by James E. Bingham, receiver for the realty company. Brandt C. Downey, receiver for the Washington bank, is defendant. Bingham alleges that the receivership oi the bank blocked enforcement o’’ the trust agreement drawn early in 1925, under which the Washington bank was to issue the stocks. CLUBS WILL SELECT OUTSTANDING CITIZEN Community Service to Be Basis of Award by Kiwanians, Others. Four members of the Indianapolis Kiwanis Club were named Wednesday to aid other organizations of the city to select the outstanding citizen performing community service in Indianapolis. The committee composes Jack Harding, chairman; Vincent Farrell. Paul A. Hancock and James W. Ingles. PLAN JOG ELIMINATION Propose to Cut Away Southwest Corner on Fountain Square. Elimination of the jog in Virginia avenue at Shelby street, Fountain Square, by cutting away the southwest corner of adjoining property is proposed in plan ordered by the works board Wednesday. The city owns the property and will pay for the improvement, the board said.

COUNCIL MOVES TO KEEP TAXIS FROM POLITICS Ordinance Amended to Be Redrawn Before Vote Is Taken. Steps toward keeping the taxicab business out of politics were taken by the city council Wednesday night when it struck from the proposed ordinance regulating cabs the provision requiring the board of safety and council to approve new companies. Under a convenience and necessity clause, the ordinance as originally drafted weald have allowed the board of safety and city council, after a public hearing, to determine whether there was justification for organizing new taxicab companies. A score of other changes were made in the ordinance by the councilmen meeting in a committee of the whole. Several provisions, branded as a “waste of printers’ ink" by one group of taxicab operators, were eliminated. The measure wil be redrafted by Herbert M. Spencer, assistant city attorney, and presented for passage at the next council meeting April 6. One method of controlling organization of new companies will be maintained under the changed ordinance. Applications must be made in the city controller’s office, accompanied with detailed statements of financial responsibility and other qualifications. Drivers will be required to obtain licenses on character affidavits for one year and residential records for preceding five years. Maximum rates of 50 cents for the first mile or fraction thereof for one person, 10 cents for each succeeding one-third mile or fraction thereof, 20 cents for each additional person, 10 cents for each three minutes or

Meloy, United States marshal for Indiana, Wednesday was sworn into office for his second four-year term by Federal Judge Robert C. Baltzell. The oath was administered by Albert C.
