POPULATION OF PRISONS IS FAR OVERCAPACITY Overcrowding Is Growing Each Year, Census Bureau Figures Show. By Soieno* Service WASHINGTON, March 13.—The greatly overcrowded condition of state and federal prisons is emphasized by statistics Just published here by the census bureau which shows that the average daily prison population for the year 1927 was nearly thirteen thousand more than the normal capacity. The normal capacity was 67,563. The situation is aggravated in some localities by the fact that the prisoners are not evenly distributed according to the facilities available for their care. In Ohio, the prisons will normally hold 4,582 persons, yet the average number incarcerated there during 1927 was 7,062 —54 per cent more than there was space for. Michigan was even worse off. There the normal capacity was only 3,366, but the average number of prisoners was 6,ol2—over 78 per cent more than capacity on the average. In only fifteen states of the thirtynine for which statistics are available, was the average population less than the capacity of the prisons. “Apparently overcrowding is a condition which is growing from year to year,” the report, containing these statistics states. “Overcrowding of pr! ->xus is of vital interest and has u taken into consideration in all cueoussions of prison administration and conduct. That prison which is able tt> afford its inmates a sufficient space in which a too close contact with their fellow prisoners can be avoided, is the one which stands the best chance of releasing from its walls men who have retained some measure of self-respect, who are the better equipped to face the world again, and who can more easily adapt themselves to the conditions of normal life.” PRIMARY LAW DEFENDED Colorado Senator Wires Criticism of BUI to Governor. By Boripps-Hovoard Newspaper Alliance WASHINGTON, March 13.—Senator Edward P. Costigan (Dem., Colo.) has injected himself into the fight to prevent the virtual repeal of Colorado’s primary act. Costigan is in Washington. Reports from his home state that the Republicans were counting on votes enough to put through a measure emasculating the direct primary law, have caused him to wire a strong appeal to William H.
