STORM CALMED IN COMMONS ON INDIA PROGRAM Brilliant Debate Clears Up, Threat of Political Controversy. By United Press LONDON, March 13.—Political controversy around the question of Indian Independence underwent a rapid change today as a result of a brilliant house of commons debate which calmed the threatened f-torm. Prime Minister J. Ramsay MacDonald and Stanley Baldwin, the conservative leader, led the debate, which had several important results both in the Indian question and in connection with political strife. The most important results were that: The Mahatma Gandhi probably will be among Indian representatives who will reassemble for the next round table conference on a new Indian constitution. The conference will not be held in Tndla but in London at a date to be set after preliminary exploration work is completed in India. The embryonic challenge of Winston Churchill for leadership of the Conservative party was crushed. The Conservative party was reunited under Baldwin’s leadership. Baldwin made one of the most brilliant speeches of his career in his statement on Indian policy, fighting off the extremist challenge of Churchill and pledging his aid for settlement of the future of India’s government—a problem which he said was "by far the most imperial question and the greatest difficulty we face today.” MacDonald, replying, said the great majority of all parties were united in the spirit of work which marked the first round table conference in London. Today his fortune is estimated at more than $10,000,000, and he controls a combine with a capital of about $400,000,000.

MILLIONS PAID BY CHICAGO TO GRAFT SYSTEM U. S. Attorney Says Present Period Will Be Known as ‘Corrupt Era.’ By United Press CHICAGO, March 13.—Bribery and corruption in the letting of public contracts have cost Chicago taxpayers millions of dollars annually and will continue to do so until citizens have access to the actual figures Involved, George E. O. Johnson, United States attorney has disclosed. Johnson, who has added to his fame recently by successfully prosecuting Capone gangsters for federal income tax fraud, cited the

Johnson, who came here last yew to aid in a general effort to clean up crime conditions, said his information had been obtained while investigating income tax evasion charges. "In the history of Chicago the years from 1922 to 1928, inclusive, will be known as the corrupt era,” Johnson said. The largest let for $2,000,000, was eub-let by the contractor, Johnson charged, and the original contractor made a high profit from the deaL In addition, he then charged $350,000 to “labor” which amount he withdrew from a bank. In another case, contract No. 3 on Johnson's list, the contractor realized a profit of $126,000 on the contract bid of SIBI,OOO. Another contract let for $730,000 gave the contractor a profit of $595,000. “Now, of course,” Johnson added, “no ond is unsophisticated enough to believe that all of these enormous profits were retained by the contractor.” Asa remedy for the situation. Johnson proposed the formation of a state board of audit and control whose powers would include the Inspection of all municipal contracts.
